Delhi Health and Transport Minister alleged Opposition absence during Budget Session was deliberate, highlighting record allocations for health and transport sectors.

As the Budget Session of the Delhi Legislative Assembly concluded, Delhi’s Health and Transport Minister Dr. Pankaj Kumar Singh addressed the media and criticised the Opposition for remaining absent during key proceedings. He stated that despite the importance of discussions, especially during the presentation of reports by the Comptroller and Auditor General and the Public Accounts Committee, Opposition members chose not to participate. According to the Minister, this absence reflected a lack of responsibility and raised concerns about accountability within the democratic process.
Opposition Absence Raises Accountability Concerns
The Minister remarked that the absence of Opposition members appeared to be intentional, particularly in light of discussions expected around sensitive issues such as the ‘Sheeshmahal’ matter. He stated that crucial proceedings, including the tabling of CAG reports, require active participation from all sides to ensure transparency and informed debate. However, he alleged that the Opposition deliberately avoided these discussions, thereby undermining the functioning of the legislative process.
He emphasised that the government remains committed to transparency and that facts presented in the House will continue to be placed before the public. The Minister added that democratic institutions rely on constructive participation, and absence during key debates weakens the accountability framework.
Focus on Budget Allocations and Development Agenda
Highlighting the Delhi Government’s development priorities, Dr. Pankaj Kumar Singh pointed to significant budgetary allocations made for the financial year 2026–27. He stated that ₹13,034 crore has been allocated to the healthcare sector, while ₹12,613 crore has been earmarked for transport, reflecting a strong commitment towards improving public services and infrastructure.
He noted that the healthcare sector will see substantial investments in strengthening public health infrastructure, completing long-pending hospital projects, expanding medical education and establishing integrated healthcare facilities. These initiatives are aimed at improving access to quality healthcare for residents across the city.
At the same time, the transport sector is expected to witness major developments, including expansion of electric bus services, continued investment in metro infrastructure and the upcoming rollout of Delhi EV Policy 2.0. The Minister stated that these initiatives are designed to promote sustainable mobility and reduce environmental impact while enhancing connectivity across Delhi.
EV Policy 2.0 and Sustainable Mobility Push
The Minister reiterated that the Delhi Government is working towards introducing EV Policy 2.0 in the near future. He said the policy will further strengthen the capital’s transition towards green and sustainable transportation systems. The expansion of electric vehicles, combined with improvements in public transport infrastructure, is expected to contribute significantly to reducing pollution levels and improving overall urban mobility.
He also highlighted that the transport initiatives are aligned with broader environmental goals, ensuring that Delhi continues to move towards cleaner and more efficient mobility solutions.
Acknowledges Leadership and Vision
Dr. Pankaj Kumar Singh acknowledged the leadership of Delhi Chief Minister Rekha Gupta, stating that the budget reflects a clear vision for inclusive development and improved service delivery. He said the government is focused on enhancing the quality of life for residents through better healthcare facilities and modern transport systems.
He reiterated his appreciation for what he described as a people-centric budget with record allocations, adding that the government will continue to implement policies aimed at long-term development and sustainability.
Government Reiterates Commitment to Transparency
Concluding his remarks, the Minister stated that the government remains committed to ensuring transparency and accountability in governance. He stressed that discussions on key issues, including audit findings and policy matters, are essential for strengthening democratic institutions.
“The Opposition deliberately chose to remain absent during crucial proceedings, including the presentation of CAG and PAC reports, as they were aware that issues such as the ‘Sheeshmahal’ matter would come to the fore,” he said. He further added that the government will continue to place facts before the public and ensure that governance remains transparent and accountable.
The statement comes at the end of the Budget Session, with the government highlighting its development agenda while raising questions about the Opposition’s participation in legislative proceedings.
