In a significant development within the International Cricket Council (ICC), current chairman Greg Barclay has announced that he will not seek a third term, stepping down from his position at the end of his tenure on November 30. This decision has ignited widespread speculation about the future of BCCI Secretary Jay Shah and his potential rise within the sport’s global governing body.
Greg Barclay, a New Zealand-based attorney, has served as ICC chairman since November 2020 and was re-elected for a second term in 2022. As per ICC regulations, a chairman is allowed to serve three two-year terms. With Greg Barclay opting out of a third term, attention has now turned to potential successors, with Jay Shah being one of the most prominent names under consideration.
The process to elect the next ICC chairman requires nominations to be submitted by August 27, 2024. Should there be more than one candidate, an election will be held, with the new chairman’s term beginning on December 1, 2024. Unlike previous elections, where a two-thirds majority was required, the current rules stipulate that a simple majority of nine votes (51%) out of 16 is sufficient to secure the chairmanship.
Jay Shah, who currently heads the ICC’s Finance and Commercial Affairs (F&CA) sub-committee, is seen as one of the most influential figures in the ICC boardroom. His influence is bolstered by the goodwill he enjoys among most of the 16 voting members, making him a strong contender for the role should he choose to run.
Jay Shah’s current term as BCCI secretary is set to end in October 2025, after which he would enter a mandatory three-year cooling-off period as per the BCCI constitution approved by the Supreme Court. The constitution allows an office bearer to serve for six consecutive years before taking a break, with a total permissible tenure of 18 years—nine years at the state association level and nine years with the BCCI.
Should Jay Shah decide to pursue the ICC chairmanship, he would be the youngest person ever to hold the position at just 35 years old. His potential candidacy is seen as a continuation of India’s significant influence in global cricket governance, following in the footsteps of previous Indian ICC heads such as Jagmohan Dalmiya, Sharad Pawar, N Srinivasan, and Shashank Manohar.
