  • Government considers reclassifying Wikipedia as publisher, not intermediary.
  • India raises concerns over bias, content control on Wikipedia.

The Indian government has put Wikipedia on notice over mounting complaints of bias and inaccuracies, alleging that a small group of editors holds disproportionate control over content on the platform, potentially undermining its neutrality. According to government sources, a formal letter was sent to the online encyclopedia on Tuesday, questioning the reliability of its content moderation practices. The letter also challenges Wikipedia’s current classification as an intermediary, suggesting that its editorial influence may qualify it as a publisher, which would hold the platform to different standards of accountability under Indian law.

This scrutiny follows a recent Delhi High Court hearing, where the court questioned Wikipedia’s role and responsibilities as an intermediary. The case, filed by Asian News International (ANI), involved accusations of inaccuracies and defamatory content on ANI’s Wikipedia page. During the hearing on November 1, the court raised concerns over Wikipedia’s assertion of being a “free encyclopedia” that relies on volunteer editors to maintain content. As an intermediary, Wikipedia is typically not liable for content created by its users; however, the court emphasized that it should be able to provide necessary information when requested, especially when inaccuracies arise. The Delhi High Court had previously warned Wikipedia of a potential ban in India if these issues persisted.

The Indian government’s concerns mirror a growing wave of criticism directed at Wikipedia globally. The platform has been accused of bias, particularly in the U.S., where Wikipedia has come under fire for alleged ideological leanings. Billionaire entrepreneur Elon Musk recently intensified this criticism by accusing Wikipedia of supporting far-left ideologies and discouraging public donations to the platform. Musk’s remarks, shared on his social media platform X, suggested that Wikipedia is controlled by “far-left activists” and may lack objectivity in its content.

Wikipedia, which prides itself on being an open-source knowledge hub, allows volunteers worldwide to create and edit pages on a diverse array of subjects. However, concerns about editorial bias and content control have persisted, with critics arguing that Wikipedia’s model can enable certain editors or groups to dominate narratives on controversial topics. The platform’s editorial policies, which rely heavily on community-driven moderation, are increasingly seen as inadequate in addressing these criticisms, especially when it comes to content that may affect public opinion.

Although neither Wikipedia nor the Indian government has issued an official statement on the recent notice, the scrutiny adds to the platform’s challenges in maintaining neutrality and transparency. As calls grow for enhanced content oversight and accountability, the Indian government’s intervention could push Wikipedia to reconsider its editorial framework, especially in countries with stricter regulations on digital platforms.
