New Delhi: In a significant move aimed at addressing the long-standing issue of school fee regulation, the Delhi government has enforced the Delhi School Education (Transparency in Fixation and Regulation of Fees) Act, 2025, along with the Rules framed under it, with immediate effect. Announcing the implementation, Education Minister Ashish Sood said that with the law now in force, the Education Department will begin executing all prescribed procedures, including scrutiny of fee proposals, granting approvals, reporting, and continuous monitoring of schools.
The Education Minister said that the issue of arbitrary fee hikes had remained unresolved for the past 27 years as successive governments failed to take decisive action. He noted that parents had been burdened for years due to unchecked fee increases by private schools, but no concrete measures were introduced earlier. Ashish Sood said the current government has implemented this historic reform within a remarkably short time, setting a new benchmark for administrative efficiency and good governance in Delhi.
Reiterating the government’s stand, the minister said that education is not a business but a fundamental right of every child. He underlined that the government’s objective is to ensure quality education for every child in Delhi through honesty, transparency, and fairness. According to him, the Act will not only address parents’ concerns but will also strengthen public trust in the education system. The government aims to establish Delhi as a national model for education reforms.

He said the legislation has been enacted to put a complete stop to arbitrary and unjustified fee hikes by private schools, empower parents, and ensure accountability within the education system.
The Education Minister made it clear that private schools will now be required to disclose their fee structure, expenditure, and financial requirements in a transparent manner. No fee increase will be permitted without valid justification and prior approval from the competent authority. The government’s intent, he said, is to take strict action against any illegal, sudden, or unauthorised fee hike.
He added that with the implementation of the new system, parents will no longer face recurring issues related to fee grievances, and effective monitoring of schools will become possible. Ashish Sood stated that the interests of parents remain paramount for the government and that the new law will significantly enhance both accountability of schools and parental trust.
Highlighting key provisions of the Act and the Rules, the minister said they have been designed to provide parents with a safe, transparent, and reliable framework. These include mandatory participation of parents in the process of fee fixation and revision, compulsory public disclosure by schools of financial statements, expenditure details, fund utilisation, and fee structure, a robust grievance redressal mechanism, immediate action on complaints against unauthorised or sudden fee hikes, and a detailed procedure requiring prior government approval before any fee increase.
Ashish Sood said that unregulated fee hikes by private schools had long been a major concern for parents in Delhi. With the Act and its Rules now in force, school fees will be regulated in a transparent and structured manner. The government will ensure strict compliance by all schools to reinforce trust, transparency, and accountability in the education system.
