Delhi Lieutenant Governor V K Saxena has triggered a sharp political confrontation by directly accusing the Aam Aadmi Party and its leader Arvind Kejriwal of being primarily responsible for the capital’s worsening air pollution, alleging long-term administrative neglect, evasion of responsibility, and deliberate obstruction of governance during AAP’s eleven-year rule.

In a strongly worded letter addressed to Kejriwal, Saxena claimed that Delhi’s toxic air was not the result of seasonal factors alone but the outcome of years of policy failure and inaction by the previous government. The letter has intensified tensions between the Raj Niwas and the AAP leadership, with senior party figures responding aggressively and accusing the Lieutenant Governor of misconduct and political bias.

Saxena alleges systematic neglect of pollution control and civic infrastructure

In his letter, Saxena asserted that Delhi’s air quality crisis was the cumulative result of what he described as criminal negligence by the Kejriwal-led administration. He alleged that pollution was never treated as a serious governance challenge by the AAP government and was instead dismissed as a routine, seasonal issue that would fade from public attention after brief debate. According to the Lieutenant Governor, this casual attitude translated into a lack of long-term planning and failure to implement durable solutions.

Saxena accused the AAP government of consistently shifting blame for Delhi’s pollution onto neighbouring states and the central government while failing to address major local contributors. He highlighted dust pollution as one of the most ignored yet significant sources of PM10 and PM2.5 pollution in the city. Roads and footpaths, he said, were left in disrepair for years, creating continuous dust emissions that worsened air quality across residential and commercial areas.

The Lieutenant Governor further alleged that critical public transport projects, including Delhi Metro Phase-4 and the Regional Rapid Transit System, were deliberately delayed during AAP’s tenure. He claimed these projects could have reduced vehicular emissions significantly had they been completed on time. According to Saxena, even centrally funded initiatives such as the procurement of electric buses faced repeated delays because the AAP government allegedly insisted on displaying photographs of its leaders on the vehicles.

Water management and urban flooding were also cited as examples of governance failure. Saxena claimed that over the past decade, Delhi’s drains and sewer systems were not properly cleaned or de-silted, resulting in widespread choking of drainage networks. He said that 80 to 90 percent of drains were clogged, leading to frequent waterlogging during monsoon seasons and compounding public health risks.

The Lieutenant Governor also drew attention to Delhi’s water wastage problem, stating that despite dependence on neighbouring states for drinking water, nearly 58 percent of the water was lost during transmission. He pointed to the Wazirabad reservoir, alleging that its storage capacity had shrunk by as much as 96 percent due to unchecked silt accumulation. According to Saxena, the AAP government continued to blame Haryana and Uttar Pradesh instead of addressing these structural issues.

Saxena extended his criticism to the education and health sectors, questioning claims made by the Kejriwal government about infrastructure development. He alleged that while the AAP claimed to have built hundreds of new schools, no new school buildings were actually constructed, with toilets being counted as classrooms to inflate figures. He further accused the government of failing to establish a single new hospital in ten years while spending heavily on publicity campaigns.

On administrative functioning, Saxena claimed that cabinet meetings were irregular, files remained unsigned for long periods, and statutory reports from the Comptroller and Auditor General were not tabled in the Delhi Assembly. He argued that such practices weakened constitutional accountability and eroded democratic norms. The Lieutenant Governor also accused the previous government of opposing or delaying several key projects, including AIIMS and IIT expansions, metro corridors, the Urban Extension Road, GPRA housing colonies, and regional transit initiatives.

Contrasting this, Saxena stated that agencies under the Lieutenant Governor’s jurisdiction, particularly the Delhi Development Authority, had completed multiple parks, heritage restoration projects, housing developments, sports complexes, and transit-oriented development works despite resistance. He argued that these efforts demonstrated what could be achieved when governance was not hindered by political obstruction.

AAP hits back, claims vendetta politics and threatens disclosures

The Aam Aadmi Party responded sharply to the Lieutenant Governor’s allegations, accusing him of indulging in political vendetta and attempting to deflect responsibility. Senior AAP leader Saurabh Bhardwaj issued a strongly worded statement on social media, warning Saxena that the party possessed videos and documents allegedly detailing his misdeeds. Bhardwaj claimed that the timing of these allegations was politically motivated and said the party was waiting for the appropriate moment to make its evidence public.

The confrontation escalated further after Saxena alleged that Kejriwal had stopped meeting him following AAP’s defeat in the Delhi elections and had even blocked his mobile number. The Lieutenant Governor said he would have preferred to raise pollution concerns through direct conversation but was forced to write formally due to what he described as deliberate disengagement by the former chief minister.

AAP leaders rejected this claim, arguing that Saxena had repeatedly overstepped his constitutional role and interfered in the functioning of the elected government during its tenure. They accused him of selectively targeting AAP while ignoring broader systemic factors contributing to pollution, including industrial emissions and regional crop residue burning.

The party also disputed Saxena’s characterisation of their governance record, reiterating that significant investments were made in education, health, and public services during AAP’s rule. AAP spokespersons argued that the Lieutenant Governor’s focus on past governments was an attempt to shield the current administration from scrutiny over rising pollution levels.

The political exchange has unfolded against the backdrop of severe winter smog in Delhi, with air quality indices frequently entering hazardous categories. The pollution crisis has once again become a central political issue, with both sides seeking to shape public perception ahead of future electoral contests.

While Saxena maintains that the current BJP-led administration is attempting to repair the damage caused over the past decade, AAP leaders argue that the Lieutenant Governor’s statements are designed to rewrite history and undermine their governance legacy. The sharp language used by both sides reflects how deeply environmental issues in Delhi are intertwined with power struggles between constitutional authorities and political parties.

The episode underscores the persistent governance friction in Delhi’s unique administrative structure, where authority is divided between the elected government and the Lieutenant Governor. As pollution continues to choke the capital, the political battle over responsibility, credibility, and control shows little sign of abating.
