Delhi Government outlined its vision to develop the capital as a creative and media hub, focusing on film tourism, AVGC sector, and technology-driven growth.

The Delhi Government is taking significant steps to position the national capital as a major centre for media, entertainment, and emerging technologies. Speaking at the Industry Conclave 2026 organised by IFFD at Bharat Mandapam, Tourism Minister Kapil Mishra presented the government’s vision on the theme “Delhi as India’s Creative Capital: Film Tourism for Economic Growth.” He emphasised that Delhi will be developed as a dynamic hub for animation, visual effects, gaming, comics (AVGC), artificial intelligence, and advanced studio infrastructure.
Vision for Creative and Technology Integration
Kapil Mishra stated that the government aims to establish an integrated ecosystem where creativity, technology, and innovation can grow together under one platform. He highlighted that Delhi already possesses a large pool of skilled talent, technical expertise, and a strong youth base, which can be channelled effectively to build a globally competitive creative economy.
He added that platforms such as the IFFD conclave will play an important role in achieving this vision under the leadership of Chief Minister Rekha Gupta. According to him, collaboration between industry stakeholders, creators, and government institutions will be key to driving innovation and generating employment opportunities in the sector.
Film Policy and Incentives for Growth
The Minister announced that the Delhi Government is in the process of formulating a new film policy aimed at positioning the city as a preferred shooting destination. As part of this initiative, the government will provide subsidies of up to ₹3 crore for film shoots conducted in Delhi.
He said that this policy is expected to boost film tourism, attract production houses, and create new economic opportunities. By encouraging filming activities in the capital, the government aims to showcase Delhi’s heritage, culture, and urban landscape on a global platform while generating employment across related industries.
Focus on Emerging Sectors and Innovation
Kapil Mishra emphasised that the future of the media and entertainment industry lies in rapidly evolving sectors such as digital production, animation, VFX, and artificial intelligence. He clarified that the objective is not to replace established film centres like Mumbai, but to complement them by developing Delhi as a hub for new-age creative industries.
He further stated that the government is working towards creating a supportive ecosystem for startups, creators, and innovators. This includes encouraging the use of advanced technologies, developing modern studio infrastructure, and promoting skill development initiatives that align with industry requirements.
Role of Institutions and Industry Collaboration
The Minister highlighted that institutions like Prasar Bharati will also contribute to strengthening Delhi’s position as a media hub. He stressed that coordinated efforts between government bodies, industry leaders, and academic institutions will be crucial in building a sustainable and future-ready ecosystem.
He called upon stakeholders, including creators, entrepreneurs, and industry representatives, to actively participate in this initiative and contribute to building a modern and technologically advanced creative economy in Delhi.
Opportunities for Students and Creative Community
The conclave also provided a platform for interaction between industry professionals and aspiring creators. As part of the Cine Exchange programme, noted personalities such as Manoj Bajpayee, Nikhil Advani, Abhishek Chaubey, RS Prasanna and Siddharth Jain interacted with participants. Their sessions focused on creativity, innovation, and evolving trends in the film industry.
Additionally, guidance from Boman Irani and Rakeysh Omprakash Mehra provided valuable insights to students and cinema enthusiasts, helping them understand the changing dynamics of content creation and storytelling.

Kapil Mishra reiterated that film tourism will play a crucial role in boosting economic growth and employment generation in line with the vision of Atmanirbhar Bharat. He stated that Delhi’s policies, combined with its creative talent and technological capabilities, will enable the city to emerge as a leading hub for media, entertainment, and innovation.
Concluding his address, the Minister invited all stakeholders to be part of this transformation and contribute to building a “new Delhi” driven by creativity, technology, and opportunity. He expressed confidence that with the right policy framework and collaborative efforts, Delhi will establish itself as a modern, technology-enabled creative capital of India.
