The debate over the caste census has once again taken center stage in Indian politics, with the Congress accusing the Narendra Modi-led government of deliberately pushing the exercise into “cold storage.” The allegation has intensified political tensions ahead of a crucial Parliament session, where key legislative decisions—including those related to women’s reservation and delimitation—are expected to be discussed. At the heart of the controversy lies the question of whether the government is genuinely committed to conducting a caste-based census or strategically delaying it for political reasons.

Congress Questions Government Intent and Links Delay to Women’s Reservation Law Changes

The Congress, led by senior leader Jairam Ramesh, has strongly criticized the government, claiming that recent policy moves indicate a lack of seriousness about conducting a caste census. According to the party, the Centre is attempting to amend provisions related to the women’s reservation law in a way that effectively sidelines the caste enumeration process.

The core of the Congress argument revolves around Article 334-A, which connects the implementation of women’s reservation in legislatures to the completion of census and delimitation exercises. The party alleges that the government now wants to delink this requirement by arguing that caste census data will not be available for several years.

This claim has been strongly contested by the Congress, which points out that states like Bihar and Telangana have completed caste-based surveys within a short timeframe, suggesting that delays at the national level are not administrative but political. The party has described the move as a “hidden agenda” aimed at avoiding the caste census altogether.

Further intensifying the criticism, the Congress has highlighted what it describes as inconsistencies in the government’s stance over the years. It cited past statements in Parliament and affidavits submitted to the Supreme Court, where the government had expressed reluctance to conduct a caste-wise enumeration beyond Scheduled Castes and Scheduled Tribes.

The timing of the controversy is also significant. With a special session of Parliament approaching, opposition parties are seeking to build a unified strategy to challenge the government’s legislative agenda. The caste census issue has emerged as a key point of contention, with the Congress attempting to frame it as a matter of transparency, social justice, and democratic accountability.

Broader Political Implications and Ongoing Debate on Caste Census in India

The caste census remains one of the most politically sensitive and socially significant issues in India. It involves the systematic enumeration of caste identities as part of the national population census, a practice that has not been conducted comprehensively since 1931.

In 2025, the central government had announced that caste enumeration would be included in the upcoming census, describing it as a step toward more equitable policymaking and targeted welfare measures. However, the lack of a clear timeline and evolving policy signals have kept the issue politically charged.

The current controversy reflects deeper divisions over how caste data should be used in governance. Proponents argue that accurate caste data is essential for designing effective welfare policies, addressing inequalities, and ensuring fair representation. Critics, however, caution that such an exercise could reinforce social divisions and complicate policy implementation.

The Congress has attempted to position itself as a strong advocate for caste enumeration, framing the issue as central to social justice. By contrast, the government has not officially responded to the latest allegations, leaving room for speculation and political interpretation.

The issue also intersects with other major policy debates, including delimitation and the expansion of legislative seats. Since caste data could influence how constituencies are redrawn and how reservations are implemented, the stakes are particularly high for all political stakeholders.

As political parties prepare for the upcoming Parliament session, the caste census controversy is likely to remain a focal point of debate. The outcome of this confrontation will not only shape immediate legislative priorities but could also have long-term implications for how demographic data is collected and used in India’s governance framework.
