The Bharatiya Janata Party (BJP) held a key strategic meeting in Delhi on Wednesday to outline its campaign for the upcoming Bihar Assembly elections. Chaired by Union Home Minister Amit Shah at his residence, the meeting was attended by party president and Union Health Minister J P Nadda, Bihar in-charge Vinod Tawde, co-incharge Deepak Prakash, and senior state leaders including Deputy Chief Ministers Vijay Sinha and Samrat Choudhary. The deliberations came a day after Prime Minister Narendra Modi had set the tone for the party’s election strategy, emphasizing women empowerment, governance reforms, and highlighting issues related to corruption under past governments. Party sources stated that the BJP leadership aims to focus its campaign on the dignity and honour of women, clarifying Constitutional provisions around the Special Intensive Revision (SIR) of electoral rolls, addressing misinformation, and contrasting the developmental record of the NDA government against the “dark days” under the Rashtriya Janata Dal and Congress regimes.
Core Election Strategy: Women Empowerment, SIR Awareness, and Governance Issues
During the meeting, BJP leaders reviewed the ground situation in Bihar, particularly in light of the traction gained by the Rahul Gandhi-led Vote Adhikar Yatra conducted by the opposition. Party sources highlighted that the campaign would emphasise respect for women, linking the narrative to the Prime Minister’s mother, and aligning it with broader messaging of women empowerment. Leaders noted that attacks on the Prime Minister’s mother would be addressed as part of the campaign’s focus on honour and dignity for every ‘maiya’ in the state, referencing Janaki Maiya (Sita Maiya) to resonate with cultural symbolism. Alongside this, the BJP plans to intensify outreach regarding the SIR, aiming to educate citizens about the actual Constitutional provisions and dispel any misinformation surrounding the Special Intensive Revision of electoral rolls. The party believes that clear communication on SIR is essential to prevent confusion among voters and strengthen confidence in the electoral process.
In addition to women-centric narratives and SIR awareness, the meeting focused on contrasting the developmental achievements of the NDA government with governance under the Lalu Prasad Yadav-led RJD and Congress regimes. Party sources stated that highlighting the corruption of previous governments would be a key element of the campaign. The BJP leadership intends to remind voters of the perceived mismanagement and corruption that characterised earlier administrations, framing the NDA as a government that prioritises development, transparency, and accountability. The discussion emphasised that these narratives would form the backbone of the campaign, creating a clear distinction between the BJP-led alliance and the opposition while reinforcing the party’s image as a champion of good governance and women empowerment.
Operational Plans and Coordination with NDA Allies
The strategic meeting also delved into operational aspects of the campaign. Party leaders discussed organizing joint NDA camps in each of Bihar’s 243 Assembly segments to strengthen outreach and ensure cohesive messaging across constituencies. BJP Bihar president Dilip Jaiswal stated that the national leadership had directed holding similar events at the Assembly level by September 25, in consultation with local leaders. The discussion also touched upon the formation of a dedicated Chunav Abhiyan Samiti comprising senior leaders to manage campaign activities, assess potential candidates, and coordinate with the national leadership. The committee’s responsibilities would include evaluating candidate suitability, addressing ground-level issues, and ensuring the effective implementation of campaign strategies.
The meeting also assessed the effectiveness of the opposition’s narratives and misinformation campaigns, particularly around the SIR and issues related to governance. Leaders concluded that an active outreach program would be necessary to counter false information and provide voters with accurate, Constitutionally backed details. The party plans to leverage grassroots-level cadres and volunteers to disseminate information on women’s welfare, SIR provisions, and development agendas, ensuring that voters are informed and engaged. The national leadership emphasised that coordination with NDA allies would be critical, especially in maintaining consistent messaging and maximizing the alliance’s electoral prospects. Further meetings with NDA partners are expected in the coming days, likely coinciding with the presence of alliance MPs in Delhi for the September 9 Vice-Presidential election-related activities.
The BJP leadership also discussed campaign timing and events to maximise impact. With key election-related programmes scheduled until November 20, the party aims to maintain a continuous presence on the ground, engage with voters directly, and create awareness about governance achievements. Leaders highlighted the importance of mobilising local leaders, volunteers, and party workers to ensure comprehensive coverage of all Assembly segments. They stressed that the campaign must communicate a clear vision, highlighting women empowerment, development initiatives, and the contrast between NDA governance and the past corruption-ridden regimes of RJD and Congress.

Women empowerment, respect for the Prime Minister’s family, and the welfare of every ‘maiya’ were intertwined with detailed explanations of constitutional provisions like SIR, ensuring that both cultural and governance aspects of the campaign were addressed. Leaders also discussed plans to counter the Vote Adhikar Yatra’s influence by proactively reaching out to voters and demonstrating the NDA’s commitment to development and accountability.
