Renowned screenwriter and Rajya Sabha MP V Vijayendra Prasad has put forward a series of suggestions aimed at improving the productivity and effectiveness of the Upper House of Parliament. In a letter to the Rajya Sabha Chairman, Vijayendra Prasad highlighted the need for technology integration, structured debates, and enhanced member participation to ensure meaningful legislative discussions.
Vijayendra Prasad, known for writing blockbusters like Baahubali and RRR, was nominated to the Rajya Sabha in 2022 following a call from Prime Minister Narendra Modi. After serving for over two years, he expressed his concerns regarding low participation levels and frequent disruptions in parliamentary proceedings. One of his key recommendations is the installation of facial recognition cameras at Rajya Sabha entrances to accurately record attendance and log members’ entry and exit timings. This, he argues, would provide an authentic record of their presence and engagement in proceedings.
Another critical reform suggested by Vijayendra Prasad pertains to the handling of starred questions. He proposed that ministers circulate their responses to these questions a day in advance, not only to the concerned MP but to all Rajya Sabha members. This would allow lawmakers to thoroughly review the answers and prepare well-informed supplementary questions, leading to more meaningful discussions.
Vijayendra Prasad also addressed the issue of frequent disruptions in the House. Citing an incident involving former Prime Minister H.D. Deve Gowda during a debate on the Kaveri River issue, he highlighted how disorderly exchanges often dilute the essence of discussions. To prevent such disruptions, he recommended appointing a neutral panel speaker without political or geographical affiliations to moderate debates. Additionally, he suggested rescheduling the Rajya Sabha’s daily sessions to start at 9 a.m., providing more time for members to voice their opinions.
Advocating for greater technological integration, Vijayendra Prasad proposed that MPs be allowed to use tablets and other digital tools during debates. He recommended displaying relevant graphics, charts, and visuals on House monitors to enhance clarity and comprehension during discussions. Such measures, he believes, would make debates more informative and engaging.
Beyond procedural reforms, Vijayendra Prasad underscored the need for discussions on long-term national and global challenges such as climate change. He also emphasized the importance of leveraging the experience of retired individuals, noting that nearly 50 million people currently receive pensions in India. With many of them still active and capable of contributing, he urged the Rajya Sabha to explore ways to utilize their expertise for national development.
Vijayendra Prasad’s recommendations reflect his vision for a more effective and responsible Rajya Sabha. By integrating technology, fostering informed debates, and ensuring member accountability, he hopes to make the Upper House more productive in addressing critical national issues.
