Assam government introduces bill to regulate private coaching institutes | CliqExplainer

The Assam government has introduced a new legislative measure aimed at bringing private coaching institutes under stricter regulatory control. The Assam Coaching Institutes (Control and Regulation) Bill, 2025, was presented in the state Assembly by Education Minister Ranoj Pegu, seeking to enforce structured guidelines for coaching centres and ensure their mandatory registration. This move is expected to enhance academic support for students preparing for various competitive examinations.

According to the provisions of the Bill, all private coaching institutes operating in Assam will be required to register themselves with the competent authority. This applies not only to new establishments but also to those that have been functioning before the proposed legislation comes into effect. The registration process is designed to bring transparency and accountability to the operations of these institutes, ensuring that students receive quality education and proper facilities.

One of the key stipulations of the Bill is that coaching centres must strictly adhere to secular principles as outlined in the Constitution of India. The legislation explicitly prohibits these institutions from engaging in any activities related to religious conversion. Furthermore, institutes seeking registration will be required to provide comprehensive details about their curriculum, class duration, co-curricular activities, academic qualifications of teachers, tuition fees, infrastructure, and other essential facilities.

To streamline the registration process, the Assam government plans to create an online portal that will facilitate a faceless application procedure with minimal human intervention. This digital mechanism is expected to reduce bureaucratic delays and enhance efficiency in processing registrations. Once an application for registration is submitted, the competent authority will have a maximum of three months to either approve or reject it.

The registration certificate granted to coaching institutes will have a validity of two years. After this period, the institutions will need to reapply for renewal to continue their operations legally. The Bill also includes provisions to penalize non-compliant coaching centres. In cases where institutes violate the prescribed regulations, the government will have the authority to cancel or suspend their registration, thereby ensuring adherence to the established guidelines.

The introduction of this Bill is seen as a significant step towards regulating the private coaching sector in Assam. With increasing reliance on coaching institutes for academic and competitive exam preparation, the government aims to create a structured environment where students receive quality education in a transparent and accountable manner. If passed, the legislation will bring much-needed reforms to an industry that has largely remained unregulated so far.
