Income Tax Day, observed annually on July 24, marks a significant event in India’s fiscal history. This date commemorates the introduction of income tax in India by Sir James Wilson in 1860. This pivotal legislation was aimed at taxing income from various sources, laying the groundwork for the country’s modern tax system. The introduction of income tax was codified under Section 2(24) of the Income Tax Act.
While the 1860 introduction was a foundational step, the Income-tax Act of 1922 represented a major leap forward, profoundly transforming India’s tax administration. This comprehensive Act formalized the structure of income tax authorities and established a methodical framework for tax administration that remains integral to the system today.
In 1924, the Central Board of Revenue Act further enhanced the tax system by creating the Central Board of Revenue as a statutory body. This Act mandated the appointment of Commissioners of Income Tax for each province, supported by Assistant Commissioners and Income Tax Officers, thus institutionalizing the administration of income tax.
The evolution of India’s tax system continued with the establishment of the IRS Staff College in 1957, which was later renamed the National Academy of Direct Taxes. The recruitment of Group A officers began in 1946, with their initial training provided in Bombay and Calcutta. The advancement of technology in the tax administration process began with the introduction of computerization in 1981 to process electronic challans. The creation of the Central Processing Centre (CPC) in Bengaluru in 2009 further streamlined the processing of tax returns and related activities.
In recent years, the Income Tax Department has continued to evolve with the launch of a new national website in 2014 and the introduction of the “Vivad se Vishwas” scheme in 2020, aimed at reducing litigation and enhancing government revenues. The latest development in this ongoing evolution is the launch of a new e-filing portal in 2021, marking another milestone in the digitization of tax services.
Income Tax Day serves as a tribute to these milestones and ongoing efforts to modernize and improve India’s tax system, reflecting the nation’s progress in fiscal administration and governance.
