The Union Budget for the financial year 2025-26 is set to be presented in Parliament by Finance Minister Nirmala Sitharaman on February 1, 2025. This will be Nirmala Sitharaman’s second full-fledged budget under Prime Minister Narendra Modi’s third term and her eighth overall, including six annual budgets and two interim budgets presented under successive National Democratic Alliance governments.
Preparations for this year’s budget commenced with the traditional ‘halwa ceremony,’ marking the beginning of the lock-in period for officials involved in budget preparation. During this period, officials are isolated to ensure the confidentiality of the document, a practice shaped by an infamous historical incident in 1950 that permanently altered how the Union Budget is handled.
In 1950, the Union Budget was leaked from the Rashtrapati Bhavan press located on Minto Road in Delhi, where the documents were printed at the time. This breach of confidentiality caused a major uproar, leading to widespread discussions about the security of such an important national document. According to The Economic Times, the incident prompted immediate action, resulting in the relocation of the budget’s printing to a more secure location to prevent future leaks.
Following the leak, the printing process was moved to a press within the premises of the North Block, which houses the Ministry of Finance and the Ministry of Home Affairs. This relocation ensured tighter security and better monitoring of the budget printing process. The transition marked a critical moment in the evolution of budget secrecy, with enhanced measures to protect the sanctity of the nation’s financial roadmap.
In 1980, the printing process was further streamlined and consolidated in its current location in the basement of the North Block. The government-operated press now manages the entire printing operation under strict surveillance, ensuring confidentiality. This process involves a lock-in period for all officials involved, who are prohibited from leaving until the budget is officially presented.
