The Government of West Bengal has announced that it will release pending Dearness Allowance (DA) dues for state government employees and pensioners. The announcement comes just hours before the expected declaration of dates for the West Bengal Legislative Assembly elections. According to officials, the decision has been taken in accordance with the rules and directions issued by the Supreme Court of India. The state administration said that the release of DA arrears will benefit a large number of serving employees as well as retired personnel across the state who have been waiting for their dues for several years. The Finance Department confirmed that the payments will be made under the Revised Pay and Allowances Rules (ROPA) 2009 and the process will begin in March 2026.
DA arrears to be paid under ROPA 2009
Under the government’s announcement, employees and pensioners will receive their pending DA dues in accordance with the provisions of ROPA 2009. The decision covers a wide range of beneficiaries, including government employees, teachers, non-teaching staff of educational institutions, and employees working in grant-in-aid organizations. Personnel associated with panchayats, municipal bodies, and other local authorities will also be included in the payment scheme. Officials from the Finance Department said that detailed notifications outlining the modalities for payment have already been issued. The state government has assured that the payment process will be carried out in a transparent and systematic manner. Following the announcement, celebrations were reported in several parts of the state where government employees expressed happiness over the decision by cutting cakes and celebrating the development.
Political significance ahead of assembly elections
Political observers believe that the decision could have significant implications ahead of the upcoming assembly elections in the state. Government employees in West Bengal have been demanding DA parity with central government employees for a long time. Several employee organizations had also organized protests and demonstrations over the issue. The government’s decision to clear the pending DA dues just before the expected election announcement has therefore attracted considerable political attention. However, the state administration has maintained that the decision is purely administrative and based on legal obligations following the Supreme Court’s directives.
Reactions from employee organisations
The Trinamool Congress-backed government employees’ federation welcomed the decision. Its convenor, Pratap Nayek, said that employees had always believed that Chief Minister Mamata Banerjee would address their demands at the appropriate time. According to him, the Chief Minister has now accepted the demands of government employees, which has strengthened their trust in her leadership. On the other hand, some employee groups argued that the government was compelled to make the announcement due to pressure from protests. Bhaskar Ghosh, convenor of the Sangrami Joutha Mancha, said that if the government had genuine intent to pay DA, it would have implemented the decision immediately after the Supreme Court’s order. He claimed that the statewide protest programme held on March 13 forced the administration to announce the decision.
Honorarium increased for priests and muezzins
Apart from clearing the DA dues, the state government has also announced an increase in the monthly honorarium for priests and muezzins. The honorarium has been increased by ₹500, taking the total monthly payment to ₹2,000. The government said that this decision recognizes the important role played by religious functionaries in maintaining the spiritual and social fabric of communities. According to officials, priests and muezzins contribute significantly to community life by preserving religious traditions and providing social guidance.
Approval of fresh applications under the scheme
The state government has also approved all fresh applications submitted by priests and muezzins under the honorarium scheme. Officials stated that this step reflects the administration’s effort to extend support to individuals engaged in religious and community services. By approving new applications, the government aims to ensure that more beneficiaries receive financial assistance through the scheme.
