The 64-year-old expert, originally from India and long regarded as one of the most influential voices on US-India relations, was taken into custody over the weekend, according to court filings unsealed on Tuesday. Ashley Tellis’s arrest, on the eve of planned overseas travel, is being seen as one of the most serious national security breaches involving a civilian foreign policy expert in recent years.

Ashley Tellis’s arrest represents a stunning turn of events for someone who has been at the center of US strategic policy in South Asia for more than two decades. Born in Mumbai, India, Ashley Tellis earned his bachelor’s and master’s degrees from St. Xavier’s College at the University of Bombay before pursuing a PhD in political science at the University of Chicago. The criminal complaint filed by the Federal Bureau of Investigation in a Virginia district court paints a deeply troubling picture. It alleges that Ashley Tellis unlawfully retained sensitive classified materials, some marked “top secret,” in his home in Vienna, Virginia. Investigators claim to have discovered more than 1,000 pages of classified documents stored in filing cabinets, a basement office, and even in rubbish bags inside an unfinished storage room.
