Noida Builder-Buyer Issues and Development Projects Reviewed by Minister Nandi

Noida witnessed a major administrative review as Industrial Development Minister Nand Gopal Gupta Nandi directed officials to take strict action against defaulting builders, improve civic infrastructure, and accelerate pending development projects. During a detailed review meeting held at PICKUP Bhawan, the minister emphasized that negligence, corruption, and irregularities in development work would not be tolerated.

The meeting focused on several critical issues, including builder-buyer disputes, delayed flat registrations, illegal encroachments, pending five percent plot allotments, sanitation management, and transparency in tender allocation processes. Officials were instructed to ensure accountability and complete pending tasks within fixed timelines.

Focus on Builder-Buyer Disputes and Pending Registrations

One of the key issues discussed during the meeting was the long-pending builder-buyer disputes in Noida. The minister instructed officials to prioritize the revival of stalled housing projects and speed up flat registration processes for homebuyers.

Authorities informed the meeting that 57 projects had come under the Amitabh Kant policy framework aimed at resolving stalled real estate projects. Out of these, 36 builders have deposited 25 percent of the required amount, while six builders have reportedly failed to deposit any amount so far.

Expressing concern, the minister directed officials to initiate strict action against defaulting developers, including projects linked to Sunshine Infra, Mahagun, Antariksh Developer, and Perfect Asotech. He stated that thousands of homebuyers have invested their lifetime savings into these projects and are still forced to live in rented accommodations due to pending registrations.

Questions Raised Over Single Bid Allotments

The minister also raised serious concerns regarding allotments and contracts issued through single-bid processes. Officials were asked to submit a detailed report on all such allotments carried out in recent years.

Complaints regarding poor maintenance of public toilets and water supply systems were also discussed during the meeting. The minister questioned why a single firm had reportedly continued receiving contracts related to water supply and sanitation work for several years through single-bid arrangements.

He directed the Noida Authority CEO to conduct a thorough investigation and blacklist the concerned firm if any irregularities are found. Instructions were also issued to examine all previous RFPs to ensure transparency and fairness in tender procedures.

Crackdown Planned Against Illegal Encroachments

Illegal encroachments across Noida were another major concern raised during the review meeting. The minister instructed officials to create dedicated teams to prevent illegal occupation of land and unauthorized construction activities.

He emphasized that responsibility must be fixed on concerned officials and strict action should follow if encroachments continue despite monitoring. Authorities were also directed to intensify action against illegal constructions in different parts of the city.

The backlog of five percent plot allotments was also reviewed during the meeting. Officials were instructed to clear all pending allotments within the next three months without delay.

Push for Cleaner and Greener Noida

The minister stressed the need to make Noida cleaner, greener, and more visually appealing. Instructions were issued to improve sanitation systems across all 168 sectors of the city and impose heavy penalties on officials or employees found negligent in maintaining cleanliness standards.

Officials were also asked to provide detailed information regarding sanitation budgets and expenditure. The minister directed departments to improve the condition of parks and undertake large-scale plantation drives along roads, entry points, and public spaces.

He stated that the impact of annual horticulture expenditure should be clearly visible across the city. Industrial areas were also directed to maintain greenery around factory premises as part of the beautification efforts.

Senior officials from the Noida Authority and various administrative departments attended the meeting, where timelines and responsibilities were assigned for implementing the directives issued during the review.
