The SVAMITVA Scheme, a pivotal initiative of the Government of India, aims to provide legal ownership rights to household owners in rural inhabited areas, known as Abadi in some regions. Launched under the collaborative efforts of the Ministry of Panchayati Raj, Survey of India (SoI), State Revenue Departments, State Panchayati Raj Departments, and National Informatics Centre, this scheme leverages advanced drone technology for mapping land parcels across the country.
National Rollout and Implementation:
Initially piloted on 24th April 2020, the SVAMITVA Scheme was formally launched nationwide on 24th April 2021. The scheme operates under Memorandums of Understanding (MoU) signed between 31 States/Union Territories and SoI, facilitating comprehensive mapping and issuance of Property Cards to eligible beneficiaries.
As of 26th July 2023, drone surveys have covered 2,70,924 villages, with 89,749 villages having received Property Cards. These cards, issued by respective State Governments, integrate seamlessly with the DigiLocker platform, ensuring accessibility and security of ownership records for villagers.
Technological Integration and Geo-Tagging:
Under the e-Panchayat Mission Mode Project, the SVAMITVA Scheme utilizes mActionSoft, a mobile-based solution for geo-tagging assets throughout their lifecycle. This initiative enhances transparency and accountability in natural resource management and infrastructure development at the village level.
SVAMITVA enables villagers to monetize their properties by facilitating easier access to bank loans. Moreover, the scheme significantly reduces property-related disputes through accurate demarcation and issuance of legal documents, promoting socio-economic stability in rural areas.
Future Prospects and Expansion Plans:
Looking ahead, SVAMITVA aims to cover 6.62 lakh villages by 2024-25, emphasizing the government’s commitment to rural development and Gram Swaraj. Continuous engagement with stakeholders, including regular monitoring and capacity-building measures, ensures effective implementation and widespread adoption of the scheme nationwide.
