SpaceX’s plan to expand its Starlink satellite network by launching an additional 22,488 satellites has encountered a formal objection from a Ukrainian-American nonprofit. The Ukrainian Congress Committee of America (UCCA) filed a petition with the Federal Communications Commission (FCC) on Wednesday, raising concerns about CEO Elon Musk’s alleged ties to Russia, the potential use of Starlink by Russian forces in Ukraine, and the environmental impact of SpaceX launches in Texas.
The petition specifically addresses Elon Musk’s interactions with Russian authorities, particularly after revelations in September 2023 that Elon Musk had prevented a major Ukrainian attack on the Russian navy by shutting down Starlink services over Crimea in 2022. The UCCA, which represents the interests of over two million Ukrainian-Americans, argues that Elon Musk’s actions may have helped a foreign adversary and jeopardized U.S. national security. Michael Sawkiw Jr., President of UCCA, emphasized the need for an investigation into whether Starlink technology had been used to support Russian military operations.
The UCCA’s motion also highlights the broader issue of Elon Musk’s potential conflicts of interest, particularly in light of his involvement with the incoming Trump administration. Elon Musk has been nominated to lead the Department of Government Efficiency (DOGE), a federal advisory committee that will influence regulations, government spending, and personnel. The UCCA argues that Elon Musk’s position at DOGE could create a conflict of interest that could benefit his private companies, including SpaceX, and calls for a review of his role before approving any further SpaceX projects.
Additionally, the UCCA raised environmental concerns over SpaceX’s Boca Chica, Texas launch facility, which is located in a biologically diverse area. The group has previously cited reports of damage caused by SpaceX rocket launches, including the destruction of endangered bird nests due to noise and vibrations. UCCA’s legal counsel, Arthur Belendiuk, argued that Elon Musk’s dismissive responses to these concerns, including sarcastic comments on social media, have further alienated environmental groups.
The petition also underscores the group’s broader focus on issues related to Russian influence and the use of sanctioned technologies in Russian weaponry. The UCCA had previously taken legal action to remove Russian state-backed broadcasts like Radio Sputnik from U.S. airwaves and is engaged in ongoing discussions with tech companies about the use of sanctioned products in Russian military systems.
SpaceX and Elon Musk have not responded to requests for comment on the UCCA’s petition. The legal challenge represents a growing backlash against Elon Musk’s business ties and political involvement as his companies continue to expand globally.
