External Affairs Minister S Jaishankar’s visit to Moscow has set the stage for a crucial phase in India-Russia diplomatic engagement as both countries prepare for President Vladimir Putin’s upcoming visit to New Delhi for the annual summit. His meeting with President Vladimir Putin at the Kremlin on Tuesday, following wide-ranging talks with Russian Foreign Minister Sergey Lavrov a day earlier, reflects growing strategic coordination, ongoing geopolitical consultations, and a renewed focus on bilateral priorities ahead of the 23rd annual India-Russia Summit.

Diplomatic Momentum Builds Ahead of the India-Russia Summit

S Jaishankar’s high-level meeting with Russian President Vladimir Putin took place in the historic Representative Office of the Senate Palace inside the Kremlin complex, a venue traditionally used for engagements with senior foreign dignitaries. As per Russia’s state-run TASS news agency, Vladimir Putin personally welcomed S Jaishankar with a warm handshake, signalling the depth of trust and familiarity that has long defined India-Russia relations. S Jaishankar, accompanied by Indian Ambassador to Russia Vinay Kumar and Joint Secretary Mayank Singh, conveyed Prime Minister Narendra Modi’s greetings to President Putin, reaffirming the strong communication channels that exist at the highest political levels.

During the interaction, S Jaishankar briefed Vladimir Putin on the preparations underway for the upcoming annual summit in India, a dialogue mechanism that remains among the most significant bilateral engagements for both countries. The summit, traditionally held every year, serves as the principal platform for reviewing the entire spectrum of the strategic partnership—from defence cooperation and nuclear energy collaboration to space, trade, regional security, and people-to-people ties. This year’s summit gains particular importance given the dynamic shifts in the global geopolitical landscape, including the Russia-Ukraine conflict, energy realignments, and ongoing regional security challenges in Asia.

Putin, who is expected to visit India around December 5, reportedly conveyed appreciation for India’s continued commitment to diplomatic engagement and expressed optimism regarding the outcomes of the summit. Kremlin visuals released to the media showed an atmosphere of cordiality and strategic clarity, with both sides reaffirming the need to deepen cooperation. The presence of senior Russian officials—including Deputy Head of the Presidential Administration Maxim Oreshkin, Presidential Aide Yury Ushakov, Minister of Economic Development Maxim Reshetnikov, and Deputy Foreign Minister Andrey Rudenko—underscored the weight Moscow attaches to the bilateral relationship.

The discussions extended to regional and global developments, particularly the situations in Ukraine, West Asia, and the Indo-Pacific, where both countries maintain nuanced positions shaped by their strategic interests. S Jaishankar’s statement on social media after the meeting highlighted his appreciation for Putin’s insights and guidance, which, he said, were valuable for advancing India-Russia cooperation in a responsible and forward-looking manner.

The significance of S Jaishankar’s visit must be viewed against the backdrop of the evolving international order. India has maintained a delicate balance in responding to global conflicts, including the war in Ukraine, while ensuring that its longstanding relationship with Russia remains stable. Moscow, despite increasing Western pressure and sanctions, continues to see India as a critical partner in Asia—both politically and economically. This visit, therefore, serves not only as a preparatory step for the annual summit but also as a reaffirmation of a friendship that has endured geopolitical turbulence for decades.

S Jaishankar’s diplomatic engagements in Moscow also included a comprehensive meeting with Russian Foreign Minister Sergey Lavrov, one of the world’s longest-serving foreign ministers and a key architect of Russia’s foreign policy. Their meeting, described as extensive, covered bilateral priorities, global challenges, and regional developments of mutual interest. For India, continued coordination with Russia remains essential in areas such as defence procurement, energy security, Arctic cooperation, economic corridors, and multilateral platforms like the BRICS, SCO, and G20.

Sergey Lavrov and S Jaishankar reportedly discussed progress in defence cooperation, including joint manufacturing under the ‘Make in India’ initiative, maintenance of existing defence platforms, and the future trajectory of defence technology transfers. With India being one of Russia’s largest defence partners for decades, such conversations hold great operational relevance.

Energy cooperation too featured prominently, especially given that Russia has emerged as one of India’s top crude suppliers in recent years. The energy trade has provided both countries with economic benefits, helping Russia navigate Western sanctions and enabling India to secure discounted supplies. Discussions in Moscow are believed to have touched upon strengthening this arrangement further, exploring investments in the Russian Far East, and expanding cooperation in civil nuclear energy.

India’s Broader Engagement at the SCO and Multilateral Platforms

Alongside his bilateral discussions, S Jaishankar also attended multilateral engagements linked to the Shanghai Cooperation Organisation (SCO) meetings hosted in Moscow. Before his exclusive meeting with Putin, he had participated in a collective interaction between President Vladimir Putin and the heads of delegation of SCO member states. These included notable leaders such as Russian Prime Minister Mikhail Mishustin, Iranian Vice President Mohammad Reza Aref, Belarus Prime Minister Alexander Turchin, Kazakhstan’s Prime Minister Oljas Bektenov, Kyrgyzstan’s Prime Minister Adylbek Kasymaliyev, Tajikistan’s Prime Minister Kokhir Rasulzoda, Uzbekistan’s Prime Minister Abdulla Aripov, Pakistan’s Deputy Prime Minister Ishaq Dar, and SCO Secretary General Nurlan Yermekbayev.

The presence of leaders from across Eurasia provided an opportunity for S Jaishankar to reiterate India’s commitment to the SCO as an important regional platform for cooperation in security, connectivity, counter-terrorism, trade, and cultural exchange. India’s engagements within the SCO framework have grown steadily since it became a full member in 2017, and meetings like these help New Delhi maintain strong diplomatic visibility amid competing regional interests.

On the sidelines of the SCO gatherings, S Jaishankar also held bilateral meetings with several key leaders, including Mongolia’s Prime Minister Gombojavyn Zandanshatar and Qatar’s Prime Minister and Foreign Minister Sheikh Mohammed bin Abdulrahman Al Thani. These meetings helped broaden India’s regional outreach, addressing issues such as energy cooperation, connectivity, trade expansion, and strategic partnerships.

S Jaishankar also thanked Russian Prime Minister Mishustin for hosting the SCO Heads of Government meeting, appreciating the hospitality and organisational efforts that characterised the event. Such gestures reflect India’s recognition of Russia’s pivotal role in Eurasian diplomacy and its leadership within the SCO structure.

S Jaishankar’s Moscow visit comes at a time when global geopolitics is undergoing rapid transformation, and the strategic partnership between India and Russia stands at a critical juncture. The upcoming India-Russia annual summit offers an opportunity for both sides to consolidate existing gains and chart new pathways for cooperation in a 21st-century global environment marked by shifting alliances, economic pressures, and new security challenges.
