In a fiercely contested election, Rajiv Pratap Rudy retained the Constitution Club secretary post, defeating fellow BJP leader Sanjeev Balyan. The election for the post of Secretary (Administration) at the Constitution Club of India turned into one of the most hard-fought contests in the institution’s history, pitting two prominent BJP leaders — Rajiv Pratap Rudy and Sanjeev Balyan — against each other. Held on August 12, this was only the fourth such election ever conducted at the club, but it drew unprecedented attention, transforming a routine internal poll into a high-stakes political showdown. The battle showcased factional divides, intense lobbying, strategic caste alignments, and the participation of heavyweight political figures from across party lines.

Rajiv Pratap Rudy, a six-time MP and former Union minister with portfolios including Civil Aviation and Skill Development, is also a licensed commercial pilot and has been credited with upgrading the club’s infrastructure during his 25-year tenure. His challenger, Sanjeev Balyan, a former MP from Muzaffarnagar and ex-minister of State for Agriculture and Water Resources, is known for his grassroots political style and strong support base within the Jat community.

When the votes were tallied, Rajiv Pratap Rudy secured 354 in-person ballots and 38 postal votes, with the margin of victory reported between 64 and 100 votes. While Balyan mounted a spirited challenge, drawing open backing from BJP colleagues such as Nishikant Dubey, Rajiv Pratap Rudy benefitted from the support of several Opposition MPs.

A Rarely Contested but Intensely Fought Election

The Constitution Club of India, established in 1947 and formally inaugurated in 1965, was envisioned as an exclusive space for members of the Constituent Assembly and later for Members of Parliament. Over the decades, it has evolved into a prestigious institution — part social club, part political networking hub — with its governing council headed by the Lok Sabha Speaker. The post of Secretary (Administration) wields significant influence over club events, facilities, and member engagement.

Rajiv Pratap Rudy’s supporters point to his record of transforming the club from a dated establishment into a modern, well-equipped venue. Under his leadership, the club introduced a spa, swimming pool, upgraded dining facilities, and high-quality event spaces, becoming a prime meeting ground for lawmakers. His long stewardship of the club continued even during years when the BJP was in opposition, and he was known for accommodating both party events and Opposition gatherings.

Balyan, however, campaigned on a platform of change, claiming the club had “lost its glory” under Rajiv Pratap Rudy’s tenure and accusing him of turning it into a “commercial place” rather than an exclusive MPs’ enclave. His campaign resonated with members who believed the club had become too accessible to bureaucrats, reducing its exclusivity and discouraging certain members — especially women — from regular participation.

The contest brought in extensive mobilisation efforts from both camps. Former MPs travelled from across India to cast their votes, while active BJP ministers, along with allies from Shiv Sena and TDP, rallied behind Balyan. Rajiv Pratap Rudy’s camp relied heavily on his established network and cross-party goodwill. Caste dynamics were also visible: Rajiv Pratap Rudy drew strong Rajput support, while Balyan consolidated backing among Jats and rural MPs.

High Turnout, High Drama, and Political Implications

The August 12 poll recorded one of the highest voter turnouts in the club’s history, with 707 of 1,295 eligible members participating. The voter list featured some of the most influential names in Indian politics, including Amit Shah, JP Nadda, Sonia Gandhi, and Mallikarjun Kharge. The election process required 26 rounds of counting, reflecting how closely contested and highly anticipated the result was.

Observers described the election as “an anti-Rudy vote” for some, as his opponents sought to challenge his long-standing control and the management style of the club. However, the final outcome — Rajiv Pratap Rudy’s decisive victory — reinforced his entrenched influence and demonstrated his ability to marshal support across party lines.

The campaign styles of the two contenders were markedly different. Rajiv Pratap Rudy employed a polished, persuasion-based approach, highlighting his achievements and vision for the club’s future. Balyan, on the other hand, focused on personal mobilisation, directly engaging MPs and emphasising grassroots connections. The contrast provided an intriguing case study in intra-party electoral strategy.

Intra-BJP dynamics played a crucial role in this election, with the contest revealing deep internal rivalries. It was a rare instance where the ruling party’s internal competition overshadowed traditional opposition-versus-ruling-party dynamics. The race also attracted significant attention for its display of coalition-building tactics, late-night phone calls, and backroom negotiations.

Post-election, members described the lingering buzz within the club’s corridors, where discussions now revolve around campaign strategies, voter alignments, and potential shifts in leadership. For Rajiv Pratap Rudy, the challenge now is to consolidate his position further and continue steering the club as both a retreat and a political salon for India’s lawmakers. For Balyan, despite the defeat, the visibility gained could translate into increased leverage within the BJP’s internal structure.

As one observer noted, this election might signal a new era for the Constitution Club — one where contests for its key posts become more frequent and fiercely fought, reflecting the growing political stakes attached to its leadership.
