India’s fisheries and aquaculture sector plays a pivotal role in bolstering economic growth, ensuring food security, and providing livelihoods to millions, especially in rural areas. Recognizing its significance, the Government of India launched the Pradhan Mantri Matsya Sampada Yojana (PMMSY), a comprehensive scheme aimed at fostering sustainable development within the fisheries sector. With a total investment of Rs. 20,050 crore spanning five years from FY 2020-21 to FY 2024-25, PMMSY aims to revolutionize India’s fisheries landscape.
Objectives and Components
PMMSY focuses on enhancing fish production and productivity through modernization, strengthening the value chain, and promoting responsible fishing practices. It aims to double the incomes of fishers and fish farmers, boost agricultural Gross Value Added (GVA), and increase exports. The scheme also prioritizes the welfare of fishers and ensures a robust fisheries management framework.
Beneficiary Oriented Activities
Under the Centrally Sponsored Scheme (CSS) component of PMMSY, significant emphasis is placed on beneficiary-oriented activities. These include the development of hatcheries, construction of grow-out and rearing ponds, support for aquaculture input costs, and the establishment of modern infrastructure like Recirculatory Aquaculture Systems (RAS) and cage culture in reservoirs. Additionally, the scheme supports the acquisition and upgradation of fishing vessels, provision of safety kits, and infrastructure such as cold storage and fish retail markets.
Financial Assistance and Funding Pattern
The funding pattern under PMMSY varies based on the type of activity and the beneficiary category. For non-beneficiary oriented activities, the funding is shared between the Centre and States/UTs, whereas for beneficiary-oriented activities, the central government provides up to 40% of the project cost for general category beneficiaries and up to 60% for SC/ST/Women categories.
Impact and Future Prospects
PMMSY aims to reduce post-harvest losses, enhance infrastructure facilities including fishing harbors and cold chain infrastructure, and promote innovations and entrepreneurship in the fisheries sector. It also focuses on enhancing domestic fish consumption and improving the health and socio-economic status of fishers and farmers. The scheme aligns with Prime Minister Narendra Modi’s vision of a Blue Revolution, aiming to propel India to the forefront of global fisheries production and exports.
A robust framework and substantial financial backing, PMMSY stands poised to transform India’s fisheries sector, ensuring sustainable growth, enhanced productivity, and socio-economic upliftment of millions involved in the industry. The scheme not only addresses immediate challenges but also paves the way for a prosperous future for fisheries in India.
