Padhna Likhna Abhiyan scheme aims to achieve 100% adult literacy by 2030

In a significant move to enhance adult education across India, the Government has launched the Padhna Likhna Abhiyan Scheme on September 8, 2020. This centrally sponsored initiative, with a total financial outlay of ₹224.95 crore, including a central share of ₹148.74 crore and a state share of ₹76.21 crore, aims to address literacy challenges exacerbated by the COVID-19 pandemic.

The Padhna Likhna Abhiyan Scheme is designed to impart functional literacy and numeracy to adults aged 15 years and above, focusing on both rural and urban areas. The scheme prioritizes vulnerable groups, including women, Scheduled Castes (SCs), Scheduled Tribes (STs), minorities, and other disadvantaged communities. Special attention is given to districts with female literacy rates below 60%, ensuring equitable access to education for all.

One of the key objectives of the scheme is to achieve 100% literacy by 2030. By equipping adults with essential literacy and numeracy skills, the program aims to empower individuals to fully participate in socio-economic activities and promote social inclusion. Additionally, the scheme seeks to bridge the digital divide by leveraging innovative methodologies and technology to provide quality education in underserved areas.

The implementation of the Padhna Likhna Abhiyan Scheme involves a collaborative approach, engaging Self-Help Groups, voluntary and user groups, and community-based organizations. This grassroots involvement is crucial for the scheme’s success, ensuring holistic development and sustained impact. The initiative also encourages community engagement and volunteerism, inviting retired government employees, homemakers, and other stakeholders to contribute to the literacy drive.

For the fiscal year 2020-21, the scheme has set an ambitious target to make 57 lakh learners literate, with a special focus on aspirational districts identified by the government. Detailed guidelines have been outlined to facilitate the distribution and execution of the program, ensuring that the objectives are met effectively.

Overall, the Padhna Likhna Abhiyan Scheme represents a significant step toward enhancing adult literacy in India. By addressing the educational needs of marginalized communities and promoting digital literacy, the scheme aims to create a more inclusive and informed society.
