The Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM) Scheme has made significant strides in promoting renewable energy adoption in the agricultural sector. With a focus on enhancing energy and water security for farmers, the scheme has successfully facilitated the installation of over 2.95 lakh standalone off-grid solar water pumps.
Scheme Components
1. Component A : Involves the setting up of 10,000 MW of Decentralized Ground/Stilt Mounted Solar Power Plants on barren, fallow, pasture, marshy, and cultivable land of farmers. This component offers opportunities for individual farmers, Solar Power Developers, Cooperatives, Panchayats, and Farmers Producer Organisations to participate in solar power generation.
2. Component B : Aims at installing 14 lakh standalone solar pumps in off-grid areas, providing farmers with reliable and sustainable irrigation solutions.
3. Component C : Focuses on solarising 35 lakh grid-connected agriculture pumps through individual pump solarisation and feeder level solarisation, further enhancing the efficiency and sustainability of agricultural practices.
Financial Incentives
– The scheme offers Procurement Based Incentives (PBI) to DISCOMs at a rate of 40 paise/kWh or Rs. 6.60 lakhs/MW/year, whichever is lower, for purchasing solar or other renewable power. This incentive is provided for a period of five years from the Commercial Operation Date of the plant, amounting to a total PBI of Rs. 33 lakh per MW.
– Central Financial Assistance (CFA) of 30% of the benchmark cost is provided for Components B and C, with higher CFA of 50% available for certain regions like the North Eastern States, Jammu & Kashmir, and others.
– For agriculture feeder solarisation, CFA of Rs. 1.05 Crore per MW is provided, with no mandatory financial support required from participating State/UT.
Target and Financial Support
The PM-KUSUM Scheme aims to achieve a solar power capacity addition of 34.8 GW by March 31, 2026, with total central financial support amounting to Rs. 34,422 crore. This ambitious target underscores the government’s commitment to promoting renewable energy adoption and enhancing agricultural sustainability.
