  • Kirti Vardhan Singh to lead India at UN Migration Review Forum in New York
  • India to showcase e-Migrate platform and digital migration governance model

India’s delegation led by Kirti Vardhan Singh will attend the IMRF in New York, highlighting migration governance and digital innovation initiatives.

India is set to play an active role in global migration discussions as Kirti Vardhan Singh, Minister of State for External Affairs, leads the Indian delegation to the Second International Migration Review Forum in New York. The high-level event is being held from May 4 to May 8, 2026, under the auspices of the United Nations General Assembly.

The forum serves as a key global platform for reviewing progress on migration policies and strengthening international cooperation in line with sustainable development goals.

India’s Participation at the Global Forum

At the IMRF, Kirti Vardhan Singh will deliver India’s national statement during the plenary session, outlining the country’s approach to migration governance, protection of migrant rights, and policy frameworks that support safe and orderly migration.

India’s participation reflects its growing role in shaping global migration discourse, particularly as one of the largest countries of origin for migrants worldwide.

The delegation is expected to engage in discussions with member states, international organizations, and stakeholders on critical issues such as migrant welfare, labour mobility, and policy coordination.

Focus on Digital Innovation in Migration Governance

A key highlight of India’s presence at the forum will be a side event hosted by the country titled “Leveraging Digital Innovation in Migration Governance – The e-Migrate Experience of India.”

This session will showcase India’s e-Migrate platform, a digital system designed to streamline overseas employment processes, protect migrant workers, and enhance transparency in recruitment practices.

The initiative has been recognized as a significant step in using technology to improve governance and ensure accountability in migration systems.

By presenting this model on a global stage, India aims to share best practices and encourage the adoption of similar digital solutions by other countries.

Importance of the IMRF Platform

The International Migration Review Forum is the primary intergovernmental platform for assessing the implementation of the Global Compact for Safe, Orderly and Regular Migration.

It brings together governments, civil society organizations, and international institutions to evaluate progress, identify challenges, and propose solutions for improving migration systems worldwide.

The forum includes multiple components such as multi-stakeholder round tables, a policy debate, and plenary discussions, allowing for comprehensive engagement on migration-related issues.

The outcome of the forum will be the adoption of a Progress Declaration, which will outline commitments and future directions for global migration governance.

India’s Continued Engagement in Migration Issues

India has consistently played an active role in international migration forums. During the first IMRF held in 2022, the country contributed significantly to discussions on protecting migrant rights and enhancing cooperation between nations.

The current participation builds on that engagement, reinforcing India’s commitment to addressing migration challenges and promoting inclusive policies.

With millions of Indian citizens living and working abroad, migration remains a key area of focus for the government, both in terms of economic contribution and citizen welfare.

Global Migration and Sustainable Development

Migration is closely linked to the achievement of Sustainable Development Goals, particularly in areas such as economic growth, employment, and social inclusion.

The IMRF provides an opportunity for countries to align their migration policies with broader development objectives, ensuring that migration contributes positively to both origin and destination countries.

India’s emphasis on digital governance and migrant protection highlights its approach to leveraging migration as a tool for development.

Broader Diplomatic Significance

Participation in global forums like the IMRF also carries diplomatic significance. It allows countries to strengthen bilateral and multilateral relationships, share policy innovations, and build consensus on complex global issues.

For India, this engagement underscores its position as a responsible global stakeholder and a leader in addressing migration-related challenges.

The presence of high-level representatives further reflects the importance attached to the forum and its outcomes.

Conclusion

Kirti Vardhan Singh’s leadership of the Indian delegation at the IMRF in New York marks an important step in advancing India’s role in global migration governance. With a focus on digital innovation, policy collaboration, and migrant welfare, India is set to contribute meaningfully to the discussions.

As the forum progresses, the insights and commitments emerging from it are expected to shape future migration policies and strengthen international cooperation in this critical area.
