In a significant move towards social inclusivity and equitable representation, the Jammu & Kashmir government has approved a series of amendments to its Reservation Rules. Led by Lieutenant Governor Manoj Sinha, the administration has taken decisive steps to address the longstanding demands of marginalized communities, including the Paharis and other newly recognized tribes. The amendments aim to broaden the scope of reservation benefits, ensuring fair access to opportunities for all sections of society.

Expanding Reservation for Scheduled Tribes

One of the key highlights of the amendments is the elevation of reservation for Scheduled Tribes (STs) to 20%. This substantial increase, from the previous allocation of 10%, reflects the government’s commitment to uplifting tribal communities and addressing their socio-economic needs. By raising the reservation quota, the administration acknowledges the historical marginalization faced by STs and endeavors to provide them with greater opportunities for development and empowerment.

Inclusion of New Tribes and Castes

In a move aimed at inclusivity and recognition, the government has approved 10% reservation for newly recognized tribes, including the Paharis, in the ST category. This decision comes in response to the recent inclusion of these tribes in the Scheduled Tribes Order by the Parliament. By extending reservation benefits to these communities, the government seeks to ensure their representation and participation in various spheres of public life.

Additionally, the administration has added 15 new castes to the Other Backward Classes (OBCs), expanding the scope of reservation for this category. This step is significant as it addresses the long-pending demand of OBC communities for enhanced representation and access to opportunities. By recognizing and including these castes, the government aims to bridge existing gaps in socio-economic development and promote inclusivity across all sections of society.

Addressing Long-Pending Demands

The decision to enhance the reservation quota for OBCs to 8% underscores the government’s commitment to addressing the grievances of marginalized communities. For years, OBCs have voiced their concerns regarding inadequate representation and access to resources. With this move, the administration responds to these demands, signaling a proactive approach towards promoting social justice and equality.

A Step Towards Social Equity

As Jammu & Kashmir takes bold strides towards social equity and inclusivity, the recent amendments to reservation rules mark a significant milestone in the state’s journey towards progressive governance. By expanding reservation benefits for STs, recognizing new tribes and castes, and enhancing OBC representation, the government reaffirms its commitment to ensuring equal opportunities for all citizens. As these measures take effect, they are poised to usher in a new era of empowerment and development, fostering a more inclusive and resilient society for generations to come.
