The Indian Navy will celebrate the invaluable contributions of its civilian workforce with a grand Commemoration Ceremony on 30th December 2024 at the Dr. DS Kothari Auditorium, DRDO Bhawan, New Delhi. This event marks the culmination of the ‘Year of Naval Civilians – 2024,’ a year-long initiative dedicated to recognizing the critical role of Naval Civilians in enhancing the operational readiness and administrative efficiency of the Indian Navy. The Hon’ble Raksha Mantri will preside over the ceremony as the Chief Guest.
The Indian Navy declared 2024 as the ‘Year of Naval Civilians’ to acknowledge and promote the welfare of its civilian personnel. The initiative underscored the Navy’s commitment to improving human resource management, boosting administrative efficiency, and ensuring the overall well-being of its civilian workforce. Over the course of the year, several landmark measures and programs were launched to address key aspects of HR development, welfare, safety, and modernization.
Significant achievements during the year include the introduction of the Citizen’s Charter for the Directorate of Civilian Personnel, a comprehensive HR Handbook, and a Vision Document for Naval Civilian HR Management. These initiatives aim to provide better clarity, support, and direction for the workforce, emphasizing the Navy’s focus on efficiency and excellence.
On the welfare front, insurance coverage was extended to Civilian Personnel working onboard ships, ensuring their safety and security. Additionally, the Central Government Health Scheme (CGHS) facilities were expanded to cover 21 industrial units in Mumbai, further improving healthcare access for the civilian workforce.
Digital modernization was another area of focus during the year. The Naval Civilian Management Information System (NCMIS) website was revamped, and the advanced e-HRMS Version 2.0 system was rolled out for Gazetted Officers, streamlining administrative processes. To enhance skill development and capacity building, the Navy introduced training programs, including specialized modules on the iGOT platform, providing comprehensive and accessible learning opportunities for its civilian personnel.
The initiatives implemented during the ‘Year of Naval Civilians – 2024’ reaffirm the Indian Navy’s recognition of its civilian workforce as a vital component of maritime security and operational excellence.
