In a significant move to foster global cooperation and address pressing challenges, India is set to host the 2nd Voice of Global South Summit (VOGSS) on November 17, 2023. Building on the success of the inaugural summit held in January 2023, this virtual gathering will once again provide a platform for 125 countries from the Global South to converge, share their perspectives, and discuss key global issues.
Throughout its G20 Presidency, India has taken proactive steps to ensure that the concerns and priorities of the Global South are given due attention in finding solutions to the world’s most pressing challenges. The 2nd VOGSS will continue this mission, focusing on sharing the key outcomes achieved in various G20 meetings during India’s Presidency. It will also address the challenges posed by evolving global developments.
The summit’s structure, as detailed by the Ministry of External Affairs, will consist of 10 sessions, with both the inaugural and concluding sessions hosted by Prime Minister Narendra Modi. The theme of the Inaugural Leaders’ Session is “Together, for Everyone’s Growth, with Everyone’s Trust,” while the Concluding Leaders’ Session will center around “Global South: Together for One Future.”
In addition to these high-level sessions, there will be 8 Ministerial Sessions, each tackling critical issues relevant to the Global South. These sessions will cover a range of themes, including finance, education, environment, energy, health, and commerce/trade.

Held on 12-13 January 2023, during the first inaugural remarks of the 1st VOGSS, Prime Minister Modi emphasized the importance of a shared vision and agenda for change in the developing world. He offered to share India’s experiences in various domains, from vaccine development to digital governance and financial inclusion. The Prime Minister also stressed the need for equitable access to technology, knowledge, and critical resources, calling for a new human-centric development paradigm.
Moreover, during the 1st VOGSS, Prime Minister Modi also announced a series of new initiatives by India in connection with the Voice of Global South Summit. These initiatives include “Aarogya Maitri,” “Global South Centre of Excellence,” “Global South Science and Technology Initiative,” “Global South Young Diplomats Forum,” and “Global South Scholarships.” These initiatives reflect India’s commitment to collaboration and development within the Global South.
