Haryana cabinet decides to implement sub-classification of SCs

New Delhi [India], October 18 (ANI): Haryana Cabinet on Friday approved the recommendations of the Haryana Scheduled Castes Commission’s report to divide the reservation for Scheduled Castes after the decision of the Supreme Court and also approved it to append to the rules of Business of the State Government.

An official release said that sub-classification will promote equality of opportunity and common merit list will determine inter-seniority of candidates from Scheduled Castes in Haryana

It said Haryana will reegularly update Scheduled Caste list in line with Central Government notifications.

The release also mentioned recommendations of the report.

“As a result of contemporaneous study conducted by this Commission to assess the representation of Deprived Scheduled Castes in Government Services, this Commission has come to the conclusion that the Deprived Scheduled Castes are not adequately represented in the state’s government services whereas Other Scheduled Castes of are represented more than adequately in the state’s government services in comparison to their proportion of their population in the SC category in the state,” the release said, citing recommendations.

“Moreover, the Commission has clearly found that the reservations for Scheduled Castes in the Haryana Government services in Groups A, B and C are skewed towards castes in Other Scheduled Castes and reservations for Scheduled Castes in the Haryana Government’s Services in Group D is skewed towards the Deprived Scheduled Castes. Therefore, sub classification by the state government is required to ensure the equality of opportunity and to ensure adequate representation in public employment,” it added.

On the basis of the judgment in August 2024 of the seven-judge constitutional bench of the Supreme Court allowing sub-classification of scheduled castes by the state governments, the Haryana State Commission for Scheduled Castes has recommended the following course of action for sub-classifications of Scheduled Castes and the principle of reservation within the category of scheduled castes.

For the purpose of sub- classified reservations in services, the scheduled castes in Haryana shall be in two categories- ie. Deprived Scheduled Castes (DSC)’ and Other Scheduled Castes (OSC)’. Other Scheduled Castes will consist of Chamar. Jatia Chamar, Rehgar, Raigar, Ramdasi, Ravidasi, Balahi, Batoi, Bhatoi, Bhambi, Chamar-Rohidas, Jatav, Jatava, Mochi, Ramdasia. Deprived Scheduled Castes (DSC) will consist Balmiki, Chura, Bhangi, Dhanak, Od., Bazigar, Mazhabi, Mazhabi Sikh, Ad Dharmi – Aheria, Aheri, Hari, Heri, Thori, Turi, Kori, Koli, Pherera- Rai Sikh, Pasi, Batwal, Barwala, Bauria, Bawaria, Megh, Meghwal, Khatik, Kabirpanthi, Julaha, Sansi, Bhedkut, Manesh, Dumna, Mahasha, Doom, Sikligar, Bariya, Sapela, Sapera, Sirkiband, Deha, Dhaya, Dhea, Nat, Badi, Bhanjra, Bangali, Barar, Burar, Berar, Sanhai, Perna, Gandhila, Gandil, Gondola, Dhogri, Dhangri, Siggi, Marija, Marecha, Chanal, Dagi, Darain, Sanhal, Gagra, Sansoi and Sarera.

Within the 20 per cent quota reserved for scheduled castes in direct recruitment to Government Services, one half or 10 per cent quota will be reserved for candidates from Deprived Scheduled Castes. If and only if suitable candidates from Deprived Scheduled Castes are not available, the candidate from Other Scheduled Castes may be considered for appointment to fill up the balance vacant posts.

Similarly, one half of the or 10 per cent quota will be reserved for candidates from Other Scheduled Castes. If and only if suitable candidates from Other Scheduled Castes are not available, the candidates from Deprived Scheduled Castes may be considered for appointment to fill up the balance vacant posts.

The inter seniority of the candidates from Deprived Scheduled Castes and Other Scheduled Castes will be as per the common merit list prepared by the recruiting agency. It will not be necessary to fix the roster points, separately for each of the Blocks within the present roster system. The Scheduled Caste list shall be updated from time to time, upon notification issues by Central Government in this regard,” the release said.
