In a bid to foster inclusivity and dignified living for senior citizens across India, the Ministry of Social Justice and Empowerment had rolled out the Atal Vayo Abhyuday Yojana (AVYAY). This comprehensive initiative underscores the government’s commitment to recognizing and uplifting the elderly, ensuring their well-being and active participation in society.
Overview of AVYAY
Under the AVYAY scheme, the Ministry has integrated various programs aimed at enhancing the quality of life for senior citizens. It encompasses an Integrated Programme for Senior Citizens (IPSrC), which provides vital financial assistance to organizations running Senior Citizen Homes and Continuous Care Homes. These facilities aim to cater especially to indigent senior citizens by offering essential amenities, entertainment opportunities, and promoting productive and active ageing.
Achievements and Coverage
Currently, the IPSrC initiative supports 552 Senior Citizen Homes, 14 Continuous Care Homes, along with 19 mobile Medicare units and 5 physiotherapy clinics nationwide. This extensive network benefits nearly 1.5 lakh senior citizens across 361 districts. Over the past three financial years, the scheme has disbursed grants totaling Rs. 288.08 crore, directly impacting 363,570 beneficiaries.
Rashtriya Vayoshri Yojana (RVY)
Another pivotal component of AVYAY is the RVY, designed to aid senior citizens facing age-related disabilities or infirmities. Through specialized camps, RVY provides essential assisted living devices such as hearing aids, spectacles, and walking sticks, thereby enhancing mobility and restoring normalcy in bodily functions. As of now, RVY has conducted 269 camps, benefiting over 4 lakh senior citizens across the country. A sum of Rs. 140.34 crore has been allocated for this purpose, resulting in the distribution of 848,841 devices to 157,514 beneficiaries.
Elderline: A Lifeline for Senior Citizens
AVYAY also includes Elderline, a national helpline (Toll-free No. 14567) launched to offer free information, guidance, emotional support, and field intervention in cases of abuse or neglect faced by senior citizens. Operational from 8 am to 8 pm, seven days a week across 31 States/UTs, Elderline has been crucial in improving the quality of life and ensuring the safety of elderly citizens. The initiative has incurred Rs. 82.68 crore over the last three financial years.
Support for Elderly Women
Recognizing the specific needs of elderly women, AVYAY allocates resources to Senior Citizens’ Homes dedicated to them. Currently, 25 such homes are part of the IPSrC initiative, providing shelter, nutrition, medical care, and recreation free of cost.
State Action Plan for Senior Citizens
The AVYAY scheme also includes a State Action Plan, supporting States and Union Territories in creating trained Geriatric Caregivers, organizing cataract surgeries, and conducting state-specific welfare activities for indigent senior citizens.
Financial Outlay and Implementation
Over the past two years, a total of Rs. 165.50 crore has been disbursed to implementing organizations across the country to sustain and expand these critical services for senior citizens. The initiative aims to strengthen the social fabric by ensuring that every elderly citizen in India lives a life of dignity and respect.
