In a significant move aimed at reducing hassle for citizens ahead of the Bihar Assembly elections, the Election Commission of India (ECI) has simplified the voter roll update process, ensuring that nearly 4.96 crore voters in the state will not need to submit fresh documents during the ongoing Special Intensive Revision (SIR). This step is intended to maintain a clean and accurate electoral roll while ensuring that every eligible voter is included and ineligible entries are removed before the polls.
Using the 2003 Voter Roll as Proof
According to the ECI’s new guidelines issued on June 24, voters whose names appeared on the 2003 electoral roll (as on January 1, 2003) are automatically eligible during this revision. Voters do not need to submit new documents, and children of these voters can use their parents’ names from the 2003 roll as proof while submitting their own ID and the filled Enumeration Form to get included in the updated roll. Booth Level Officers (BLOs) now have access to the 2003 voter list for verification, and the list is also available online for voters to check their eligibility.
This move will ease the process for around 60% of voters, who can now verify their details using the 2003 roll without the need to collect or upload any new documents, thereby saving time and reducing the burden on election staff.
Focus on Clean and Accurate Voter Lists
The Special Intensive Revision is a legally mandated process under the Representation of the People Act to ensure the electoral rolls remain accurate and up to date. The revision aims to remove the names of deceased voters and those who have migrated while adding the names of first-time voters who have turned 18 and correcting any errors in the existing voter list.
Given that 29% of Bihar’s population is classified as migrants, the accuracy of electoral rolls has become even more critical, especially in urban areas where the number of migrants could exceed previous winning margins, making clean rolls essential for fair elections.
Tackling Duplicates and Outdated Records
To tackle issues of duplicate entries and outdated records, the ECI is using a combination of digital verification for duplicate EPIC numbers and physical verification by BLOs to identify instances of multiple registrations under different names or altered details. Additionally, many voter ID photos are outdated, making identification challenging during polling. This revision drive will update records with fresh photos and ensure that voters who have migrated to other constituencies without updating their address are identified, reducing fraud and ensuring compliance with voting laws.
The ECI is also working towards creating a centralised digital repository of voter documents, which will help in speeding up grievance redressal and objection handling while improving accountability among the 10 lakh BLOs and over 20,000 Electoral Registration Officers involved in the process.
This initiative is part of the ECI’s larger effort to maintain transparency, inclusiveness, and accuracy in the electoral process, ensuring that Bihar’s voter list is prepared efficiently and without unnecessary complications ahead of the upcoming elections.
