Delhi’s Tourism, Art, Culture & Languages, and Labour Minister Kapil Mishra has welcomed the Budget 2026–27, describing it as a forward-looking, inclusive and transformative financial plan that will accelerate development, generate employment, and position Delhi as a global cultural and tourism hub.
Addressing the media following the budget presentation, Mishra expressed gratitude to Chief Minister Rekha Gupta for presenting what he termed a “visionary and sensitive budget” that not only focuses on economic growth but also reflects social responsibility and cultural advancement.
Budget to Accelerate Delhi’s Growth Trajectory
Kapil Mishra stated that the budget will push Delhi forward “at the speed of a bullet train,” highlighting its strong emphasis on infrastructure, sustainability, and innovation. He described it as a “green signal for a Green Budget,” aligning development with environmental responsibility.
He further emphasized that the budget supports the broader national vision of self-reliance by creating opportunities for youth and promoting economic independence. According to him, the financial plan is aligned with the goal of building a self-reliant India while strengthening Delhi’s role as a progressive urban economy.
Boost to Tourism, Culture and Global Identity
One of the major highlights of the budget, according to Mishra, is the substantial increase in funding for tourism and cultural development. The tourism budget has been increased from ₹121 crore last year to ₹412 crore, more than tripling the allocation. Additionally, ₹173 crore has been earmarked for art, culture, and language initiatives.
Under the “Branding Delhi” initiative, ₹50 crore has been allocated for developing a tourism master plan, a new tourism policy, and digital content creation. Mishra noted that these steps will enhance Delhi’s global visibility and attract both domestic and international tourists.
He also announced that Delhi will host its first International Film Festival, which is expected to place the city prominently on the global cultural map and boost the creative economy.
Infrastructure and Cultural Development Initiatives
The minister outlined several major infrastructure and cultural projects aimed at redefining Delhi’s identity. A total of ₹300 crore has been allocated for constructing grand welcome gates at 13 major entry points of the city, giving Delhi a new visual identity.
In collaboration with the central government, the historic Town Hall will be redeveloped as a Global Heritage Centre. Plans are also underway to construct a grand “Delhi Sadan,” which will serve as a landmark for cultural and administrative activities.
Animal Welfare and Civic Improvements
Highlighting the budget’s inclusive approach, Mishra announced provisions for animal welfare, including the establishment of 10 new gaushalas with an allocation of ₹14 crore. A modern veterinary hospital will be constructed and upgraded at a cost of ₹62.6 crore.
Additionally, dog homes will be developed across the city to improve animal care infrastructure.
The government has also decided to construct 1,000 modern toilet blocks, a move aimed at improving sanitation, enhancing Delhi’s image, and addressing women’s health concerns.
Support for Gig Workers and Labour Welfare
As Labour Minister, Mishra announced the formation of a welfare board for gig workers, which will provide social security and improve working conditions for individuals engaged in platform-based and freelance employment.
He emphasized that this initiative recognizes the changing nature of employment and aims to ensure protection and benefits for a growing segment of the workforce.
Employment Generation and Creative Economy
The budget also focuses on expanding employment opportunities, particularly in emerging sectors. Mishra highlighted the introduction of a new AVGC (Animation, Visual Effects, Gaming and Comics) policy, which is expected to create opportunities in the creative economy and position Delhi as a global creative hub.
To strengthen the hospitality sector, the Delhi Institute of Hotel Management and Catering Technology will be redeveloped. The government also plans to promote a “concert economy” through a new Delhi Film Policy, encouraging large-scale cultural and entertainment events.
A talent hunt scheme will be launched across all 70 Assembly constituencies to identify and promote young talent.
Rural Development and Market Infrastructure
The minister also spoke about rural development initiatives, noting that ₹787 crore has been allocated for the Delhi Gram Vikas Board. Modern wholesale markets for fruits, vegetables, and flowers will be developed in Tikri, Khanpur, and Ghazipur to improve agricultural supply chains and market infrastructure.
Strengthening Judicial Infrastructure
In his capacity as Law and Justice Minister, Mishra highlighted the allocation of ₹230 crore for strengthening judicial infrastructure. This includes construction of new courtrooms and complexes in Shastri Park, Karkardooma, Rohini, and Rouse Avenue, along with the establishment of a new Family Court in Rohini.
