The government has initiated the first phase of the Census process in Delhi, starting with the house listing and housing operations that will continue in a structured manner across different administrative zones. This phase is a foundational step for the larger Census exercise scheduled across India between April and September 2026, followed by population enumeration in 2027. The drive involves detailed documentation of households, buildings, amenities, and living conditions, which will later be used to prepare accurate demographic and socio-economic data. Officials have highlighted that this phase will help establish a reliable framework for the final population count, which is essential for policy planning, resource allocation, and governance decisions at both central and state levels. The process is also being seen as a significant administrative exercise due to its scale and the integration of digital tools for data collection.

House Listing Operations Begin Across Delhi

The house listing operation in Delhi marks the beginning of field-level census work, where enumerators are assigned specific blocks to collect information from every household. The exercise includes recording structural details of houses, availability of basic facilities such as water supply, sanitation, electricity, and digital connectivity, along with information on household size and assets.

This phase is being conducted using updated digital platforms, making it the first fully technology-driven census in India. Enumerators are equipped with mobile-based applications to ensure real-time data entry and accuracy. Authorities have also introduced self-enumeration options in selected areas, allowing residents to submit information online before field verification.

The Delhi administration has divided the region into multiple enumeration blocks, with trained staff deployed for systematic coverage. The aim is to ensure complete household mapping without duplication or omission. Officials have stated that this phase is critical because it forms the base dataset for the second phase of population enumeration scheduled for 2027.

Digital Transformation of Census Process

The current Census exercise represents a major shift in India’s data collection system, as it is being conducted digitally for the first time at this scale. The use of mobile applications, centralized data servers, and online submission portals is expected to improve efficiency and reduce manual errors.

The digital system also enables faster monitoring of progress, allowing authorities to track real-time updates from different regions. Data security and verification mechanisms have been strengthened to ensure accuracy and reliability. The introduction of digital tools is expected to significantly reduce the time required for processing and publication of census results.

Officials have emphasized that this transformation will modernize India’s statistical infrastructure, making future surveys more efficient and responsive to policy needs. The system is also expected to improve transparency in data collection and reduce operational delays that were common in earlier census cycles.

National Importance of Census 2026 Exercise

The Census is considered one of the most important administrative exercises in India, as it provides essential data for governance, planning, and welfare distribution. The information collected during the house listing phase will be used to assess housing conditions, infrastructure gaps, and socio-economic disparities across regions.

The data will also play a key role in determining future development policies, including urban planning, rural development, and social welfare programs. Experts note that accurate census data is critical for ensuring fair allocation of resources and representation in governance structures.

The Delhi phase is part of a larger nationwide rollout, with similar operations being conducted in other states and union territories. The exercise is expected to continue in phases, with population enumeration scheduled after the completion of house listing operations.
