The Congress party is set to launch a statewide political movement titled ‘Save MGNREGA’ in Assam starting January 10, aiming to mobilise public opinion against the Union government’s decision to replace the Mahatma Gandhi National Rural Employment Guarantee Act with a new legislative framework. The campaign marks a significant escalation in the party’s opposition strategy, particularly in a state where rural employment and welfare schemes play a critical role in livelihoods. Party leaders have described the movement as both a protest and a mass awareness drive, intended to highlight what they see as the erosion of a rights-based employment guarantee for rural households.

The Assam-focused campaign forms part of a broader national narrative being shaped by the Congress against the repeal of MGNREGA. By choosing Assam as a starting point, the party is signalling its intent to prioritise regions where dependence on rural employment schemes is high and political stakes are significant. From January 10 onwards, Congress leaders and workers are expected to engage directly with rural communities, organise rallies, and articulate their concerns over the future of employment security under the new law.

Congress frames MGNREGA repeal as threat to rural livelihoods in Assam

Congress leaders have consistently argued that MGNREGA was not merely a welfare programme but a legal right that guaranteed dignity through work. In Assam, where a large proportion of the population depends on agriculture and daily wage labour, the party believes the repeal of MGNREGA carries serious economic and social implications. According to Congress leaders, the new framework replacing MGNREGA lacks the strong legal safeguards that ensured timely employment and wage payments to rural households.

The ‘Save MGNREGA’ movement in Assam will focus on communicating these concerns at the grassroots level. Party organisers plan to hold village meetings, block-level demonstrations, and district-wide programmes to explain how MGNREGA functioned as a safety net during periods of distress, including floods, crop failures, and economic slowdowns. Assam, which frequently faces natural disasters, has historically relied on MGNREGA to provide immediate relief in the form of wage employment, making the issue particularly sensitive.

Congress leaders have accused the government of weakening rural employment guarantees under the guise of reform. They argue that while the new law promises more days of work, it shifts the framework away from a rights-based model to a scheme-based approach, potentially reducing accountability. The party claims this change could leave rural workers vulnerable to delays, discretion, and uneven implementation across states.

Senior Congress functionaries have stated that the Assam campaign will also highlight alleged shortcomings in the rollout of the new law, including lack of clarity, inadequate consultation with states, and uncertainty among beneficiaries. By foregrounding these issues, the party hopes to position itself as the defender of rural workers’ interests and revive its connect with voters who benefitted from MGNREGA over the years.

Political strategy, grassroots mobilisation, and Assam’s role in the national debate

The launch of the ‘Save MGNREGA’ movement in Assam is also being viewed through a political lens, as the state holds strategic importance for opposition parties. Congress leaders believe that sustained grassroots mobilisation around employment and livelihood issues can help rebuild organisational strength and counter the ruling party’s narrative on development. The movement is expected to involve local leaders, party cadres, and frontal organisations, ensuring visibility across rural and semi-urban areas.

From January 10, Congress plans to roll out a phased programme of activities, beginning with awareness drives and followed by protests and memoranda to district authorities. Party sources indicate that national leaders may also visit Assam during the course of the campaign to lend weight to the movement and connect it to the broader national opposition against the repeal of MGNREGA.

The Assam campaign is likely to feed into Congress’s wider effort to build opposition unity on rural welfare issues. By foregrounding employment security, the party aims to shift political discourse away from abstract policy debates to everyday economic concerns faced by rural families. Congress leaders have argued that employment remains the most immediate issue for millions of households and that any perceived dilution of guarantees could have long-term consequences.

The movement also reflects Congress’s attempt to reclaim its legacy associated with rights-based legislation. MGNREGA has long been linked to the party’s governance record, and its repeal has been framed by Congress as an ideological shift away from inclusive growth. Through the ‘Save MGNREGA’ campaign, the party seeks to remind voters of this legacy while questioning the intentions and outcomes of the new law.

As preparations intensify, Assam is set to become an early testing ground for how effectively opposition parties can mobilise around the issue of rural employment. The Congress leadership believes that sustained engagement, rather than one-off protests, will be key to keeping the issue alive in public consciousness. With January 10 marking the formal start, the coming weeks are expected to see heightened political activity across the state, centred on the future of rural employment guarantees and the broader debate over welfare policy in India.
