In a move likely to impact thousands of working women across the state, the Bihar government has approved a new housing scheme that will provide rented accommodations to female employees near their offices. The decision, taken during a cabinet meeting chaired by Chief Minister Nitish Kumar, is being seen as a key welfare initiative ahead of the 2025 state elections. Aimed at boosting safety and convenience, the scheme could benefit nearly 4 lakh women working in various government departments.
The plan intends to relieve working women of the stress of commuting or living far from their workplace by arranging safe, nearby rental housing. S. Siddharth, Additional Chief Secretary of the Cabinet Secretariat Department, confirmed that the scheme would significantly support women employees in balancing their professional and personal lives more efficiently.
How the Scheme Will Work
Women employees who opt into the housing scheme will not be eligible for the usual House Rent Allowance (HRA) component of their salary. Instead, the government will lease properties from private landlords after inviting proposals through an Expression of Interest process. These houses will be allocated on the basis of need and availability.
The entire selection and allotment process will be overseen by a district-level committee headed by the District Magistrate. This committee will be responsible for identifying properties and ensuring they meet key safety and facility benchmarks, including access to water, electricity, and secure environments. The rent will be fixed by the Sub-Divisional Officer (SDO).
Initial Rollout and Reservation Background
Initially, the scheme will cover women employees at the district and divisional headquarters level. Those working in rural or block areas can apply through their respective office heads to avail the facility. The move aligns with Bihar’s broader gender-inclusive policies, which already include 35% reservation for women in government jobs and up to 50% in local body elections and primary school teacher recruitment.
This latest step adds to a growing list of government efforts aimed at empowering women in Bihar, combining practical assistance with policy-based inclusion. As the 2025 Assembly elections approach, the program is expected to be promoted as part of a wider campaign highlighting the state’s commitment to women-centric governance.
