In a significant diplomatic development, Dr. Kao Kim Hourn, Secretary-General of ASEAN, is set to embark on his first official visit to India from February 11 to 15, 2024, at the invitation of the Government of India. This visit aims to strengthen cooperation between the two entities across various sectors.

During his visit, Dr. Kao Kim Hourn is scheduled to hold meetings with the External Affairs Minister and other dignitaries in Delhi, focusing on enhancing bilateral ties and exploring avenues for collaboration in areas of mutual interest.

A highlight of the visit will be the Sapru House Lecture organized by the Indian Council of World Affairs (ICWA), where Dr. Kao Kim Hourn will deliver a keynote address on “The ASEAN-India Comprehensive Strategic Partnership in the Evolving Regional Architecture.” This lecture aims to shed light on the evolving dynamics of the ASEAN-India relationship and the strategic significance of their partnership in the Indo-Pacific region.

Furthermore, Dr. Kao Kim Hourn will visit the Mahabodhi Temple Complex in Gaya, a UNESCO World Heritage site, symbolizing the rich cultural ties between India and ASEAN. Additionally, he will deliver a keynote address at Nalanda University in Rajgir on “The Future of ASEAN: ASEAN’s Relevance and Resilience in the Evolving Strategic Environment.” This address holds particular significance as Nalanda University serves as a hub for ASEAN-India cooperation projects, facilitating educational exchanges and fostering academic collaboration among students from ASEAN member states.

It is pertinent to note that, India’s engagement with ASEAN forms a crucial pillar of its Act East Policy, with the ASEAN-India relationship being elevated to a Comprehensive Strategic Partnership in 2022. India reaffirms its commitment to ASEAN centrality and supports the ASEAN Outlook on the Indo-Pacific (AOIP). Additionally, India stands firmly behind the priorities set by Lao PDR during its ASEAN Chairmanship for the year 2024, focusing on enhancing connectivity and resilience within the region.
