In a new development amidst the ongoing conflict, Ukrainian President Volodymyr Zelenskyy has proposed an exchange of captured North Korean soldiers for Ukrainian prisoners of war being held in Russia. This offer was made on Sunday, following confirmation by South Korea’s National Intelligence Service (NIS) that Ukraine had captured two North Korean soldiers in Russia’s Kursk region.
In a statement on social media platform X, Volodymyr Zelenskyy revealed that Ukraine was willing to transfer the captured North Korean soldiers to North Korean leader Kim Jong Un if he could facilitate their exchange for Ukrainian fighters held by Russia. Volodymyr Zelenskyy expressed hope that this would be the beginning of a larger process, as he emphasized that it was only a matter of time before Ukrainian forces captured more North Korean soldiers in the future.
The two soldiers, who were captured on January 9, were reportedly injured during a confrontation with Ukrainian troops in Russia’s Kursk region. This marked the first time Ukraine has publicly announced the capture of North Korean soldiers since they were reportedly sent to the region in support of Russian forces in late 2022, making it the first significant capture of North Korean soldiers in the nearly three-year-long war. Ukrainian and Western intelligence assessments have suggested that approximately 11,000 North Korean troops have been deployed to the Kursk region to aid Russian military operations, though Russia has neither confirmed nor denied their presence.
In his address, Volodymyr Zelenskyy indicated that both Russian and North Korean forces in Ukraine had faced significant casualties. A video posted by Volodymyr Zelenskyy displayed two men, purported to be North Korean soldiers, undergoing interrogation. One soldier appeared to be lying on a bed with bandaged hands, while the other sat with a bandaged jaw. The soldiers reportedly claimed that they had not known they were fighting against Ukraine and had been told that their deployment was for a training exercise. One soldier stated that he had hidden during the battle and was discovered a few days later. Both soldiers expressed differing views on their future; one expressed a desire to stay in Ukraine, while the other expressed a wish to return to North Korea.
Volodymyr Zelenskyy further indicated that for North Korean soldiers who did not want to return to their home country, alternative options might be available, though he did not elaborate on those options. He also stated that some of the soldiers might be willing to contribute to spreading awareness about the war in Korea, offering them opportunities for such actions if they chose to remain in Ukraine.
The South Korean NIS also provided more details about the captured soldiers, confirming that they had been part of Russian military operations. The NIS disclosed that one of the soldiers revealed he had received military training from Russian forces after being deployed to Russia in November 2023. The soldier had initially believed he was sent for training but later realized that he had been sent into combat. He also reported that North Korean forces had experienced heavy casualties during their participation in the conflict.
The NIS did not provide further information on the captured soldiers’ current condition, nor did Russia or North Korea release any official statements in response to the recent revelations. However, Volodymyr Zelenskyy had mentioned in a previous statement that nearly 3,000 North Korean soldiers had either been killed or wounded fighting for Russia in the ongoing war. South Korean authorities, however, placed the figure at approximately 1,000.
This revelation comes at a time when the number of casualties among North Korean soldiers is growing. The NIS had reported last month that Ukrainian missile and drone strikes, as well as training accidents, had contributed to these losses. Some of the highest-ranking North Korean casualties have reportedly included officers at the general level. South Korea’s military intelligence has also indicated that North Korea is preparing to send additional forces to Ukraine due to the ongoing casualties among their troops.
