The University of Surrey, one of the United Kingdom’s premier institutions, has announced plans to establish an international branch campus in GIFT City, Gujarat, marking a significant development in India’s higher education landscape. The campus will be set up in collaboration with GUS Global Services (GGS), a leading transnational education group with expertise in establishing international academic ventures. The announcement was made during the QS India Summit 2025 in Goa, where Professor GQ Max Lu, President and Vice-Chancellor of the University of Surrey, and Dr. Sharad Mehra, Regional CEO – Asia and Australia, Global University Systems (GUS) Asia Pacific, highlighted the strategic importance of this collaboration.
The proposed international branch campus is currently at an advanced stage of planning, with regulatory approvals from the International Financial Services Centres Authority (IFSCA) in Gujarat still pending. Once approved, this project will position GIFT City as a pivotal hub for international higher education providers in India, reinforcing the country’s growing appeal as a destination for global academic institutions. A crucial meeting between Professor Lu, GGS representatives, and IFSCA officials is scheduled for January 31 in GIFT City to advance discussions on the establishment of the campus and its operational framework.
The collaboration is expected to bring the University of Surrey’s renowned academic expertise in business, international finance, computer science, and cybersecurity to India, aligning with the strategic vision of GIFT City as a center for financial and technological innovation. The partnership leverages GGS India’s experience in facilitating international higher education ventures, ensuring a seamless integration of the university’s academic offerings with the operational framework required for a successful launch. University of Surrey faculty will lead all academic programs, ensuring that the quality of education meets global standards, while GGS will provide strategic guidance on India’s education sector, oversee student enrollment, and manage campus establishment and operations.
The project has also garnered support from key stakeholders within the UK and India. Officials from the British High Commission and the British Council are actively engaged in discussions to facilitate regulatory approvals and ensure smooth execution. The University of Surrey’s expansion into India signifies a broader trend of globally reputed institutions seeking to establish a presence in emerging education hubs, driven by India’s strong economic growth and increasing demand for high-quality international education.
The establishment of the University of Surrey’s international campus in GIFT City is expected to bolster India’s credentials as a hub for global academic collaborations. It will also contribute to the larger vision of making GIFT City a knowledge and innovation hub that attracts talent from across the world. If successful, this initiative could pave the way for more international universities to set up campuses in India, providing Indian students with world-class education opportunities without having to travel abroad. With ongoing discussions and regulatory approvals underway, the project marks a significant milestone in the evolution of India’s higher education sector, promising new academic and professional avenues for students and faculty alike.
