Indian travelers may soon enjoy visa-free entry to Russia, with plans for a new system expected to be implemented in the spring of 2025. This initiative follows discussions earlier this year between Indian and Russian officials about easing visa restrictions, specifically through a bilateral agreement aimed at facilitating visa-free group tourist exchanges.
Since August 2023, Indian citizens have been eligible for e-visas to Russia, a process that takes approximately four days to complete. This development has already positioned India among the top five countries for e-visas issued in 2023, with 9,500 e-visas granted to Indian travelers. Despite this improvement, Indian nationals currently need visas issued by the Russian Embassy or consulates in India to enter, stay in, or exit the Russian Federation. The traditional visa process is time-consuming, but the proposed visa-free arrangement is expected to simplify access significantly for Indian tourists and business visitors.
Russia has successfully implemented visa-free tourist exchange programs with countries like China and Iran. Encouraged by the positive outcomes of these agreements, Moscow aims to replicate the model with India to enhance tourism and bilateral ties. In 2023, more than 60,000 Indians traveled to Moscow, marking a 26% increase compared to the previous year. A significant portion of these visits was for business purposes, making India the third-largest non-CIS country for business tourism to Russia. In the first quarter of 2024 alone, around 1,700 e-visas were issued to Indian travelers for business purposes.
The proposed visa-free travel initiative is expected to add to the list of 62 countries currently offering visa-free access to Indian passport holders. India ranks 82nd on the 2024 Henley Passport Index, which evaluates passport strength based on access to visa-free or visa-on-arrival travel options. The index, which is based on data from the International Air Transport Authority (IATA), focuses on short-term tourist and business travel and excludes special scenarios such as diplomatic or emergency visits.
This initiative underscores the strengthening relationship between India and Russia, particularly in trade, tourism, and cultural exchanges. With a growing number of Indian travelers visiting Russia, the new visa-free system is anticipated to enhance mobility and foster deeper ties between the two nations, opening up new opportunities for tourism and business collaborations. For Indian travelers, this development promises greater ease and accessibility to one of the world’s largest countries.
