In a major step to strengthen ease of doing business, the Delhi government has classified digital printing on flex, vinyl, and PVC under the Green Category. The decision, taken by the Delhi Pollution Control Committee in alignment with Central Pollution Control Board guidelines, reflects a balanced approach to promote industry growth while addressing environmental concerns.
Faster Approvals to Boost Businesses
Under the revised framework, industries falling in the Green Category will benefit from faster approvals. Consent to Operate will now be deemed approved within 20 days if no decision is issued within the stipulated timeline. Earlier, the approval process could take up to 120 days, often causing delays and uncertainty for businesses.
This reform is expected to significantly reduce procedural bottlenecks and paperwork, making it easier for entrepreneurs to start and expand operations. The move is particularly beneficial for micro, small, and medium enterprises, which rely on timely approvals for smooth functioning.
Balancing Pollution Control and Industrial Growth
The decision is part of a broader strategy to rationalize industrial classifications based on pollution impact. By identifying low-risk and non-polluting sectors, the government aims to encourage cleaner industries while focusing stricter controls on high-pollution activities.
Digital printing on flex, vinyl, and PVC has now been recognized as a low-impact activity and included among more than 125 sectors already categorized as Green. These include industries such as apparel, aluminium products, ayurvedic units, furniture, packaging, optical goods, toys, and cold storage.
This data-driven and balanced policy ensures that environmental protection measures continue alongside industrial expansion, creating a sustainable growth model.
