Government announces ambitious plans to boost clean fuel production

Under the Sustainable Alternative Towards Affordable Transportation (SATAT) initiative, the government has unveiled plans to invest Rs. 2 lakh crore for the establishment of 5000 Compressed Bio-Gas (CBG) plants across the country. This initiative aims to enhance the availability of affordable and clean transport fuels, signaling a significant shift towards sustainable energy solutions. Notably, a Memorandum of Understanding (MoU) was signed between the Ministry of Petroleum and Natural Gas (MoPNG), leading oil & gas marketing companies, and technology providers to facilitate the establishment of 900 CBG plants.

About the Scheme

SATAT, launched by the Government of India on October 1, 2018, aims to establish an ecosystem for the production of Compressed Bio Gas (CBG) from various waste and biomass sources. The scheme seeks to promote the use of CBG alongside natural gas, thereby reducing dependency on conventional fuels and mitigating environmental impact. With a target of setting up 5000 CBG plants by FY 2023-24, SATAT aligns with the nation’s goals of achieving energy security and promoting sustainable development.

Benefits of the Scheme

The SATAT initiative promises multifaceted benefits for the economy, environment, and society at large. By promoting the production and consumption of CBG, the scheme aims to reduce greenhouse gas emissions, lower the country’s fuel import bill, and foster economic growth. Moreover, SATAT holds the potential to generate employment opportunities, particularly in rural areas, and contribute to effective waste management practices. Additionally, the inclusion of CBG plants under priority sector lending by the Reserve Bank of India underscores the government’s commitment to facilitating financial support for entrepreneurs in the clean energy sector.

  • As of 30th June 2023, significant progress has been made in the establishment of Bio-CNG (CBG) plants across several states, including Rajasthan, Uttar Pradesh, Odisha, and Madhya Pradesh. While commendable strides have been taken, certain parliamentary constituencies such as Nagaur, Pali, Pratapgarh, Deoria, Jhansi, Balasore, and Dewas are yet to witness the setup of CBG plants.
  • Under the Waste to Energy Programme, substantial financial assistance has been extended to project developers for the establishment of Bio-CNG projects, further incentivizing investment in clean energy infrastructure. Moreover, Oil and Gas Marketing Companies (OGMCs) have actively procured CBG, with significant quantities being obtained during the 2022-23 and April-June 2023 periods.
  • The SATAT scheme represents a significant leap towards achieving India’s energy transition goals and promoting sustainable development.
