ED Conducts Massive Raids in Ranchi Over Alleged Irregularities in Ayushman Bharat Scheme | CliqExplainer

The Enforcement Directorate (ED) has launched a series of raids across multiple locations in Ranchi, Jharkhand, as part of an ongoing investigation into alleged fraud in the Ayushman Bharat scheme. Sources confirmed that the searches are focused on irregularities in the implementation of the Pradhan Mantri Jan Arogya Yojana (PM-JAY), a government health insurance initiative aimed at providing free medical treatment to economically disadvantaged individuals. The ED is investigating claims that payments were made under the scheme for services that were never actually rendered, and that various healthcare entities, including hospitals, pharmaceutical companies, and insurance firms, are suspected of involvement in these fraudulent activities.

The ED’s action, which is reportedly the first in Ranchi this year, is part of a wider investigation that spans across several states. Sources mentioned that the raids have been carried out in a total of 21 locations within Ranchi, including key areas such as Lalpur, Morhabadi, PP Compound, Ashok Nagar, and Chiraundi. The ED has also extended its search operations to other states, including Uttar Pradesh, West Bengal, and Delhi, where similar irregularities in the Ayushman Bharat scheme are believed to have occurred.

The Ayushman Bharat scheme, which was launched by Prime Minister Narendra Modi in September 2018, aims to provide accessible and affordable healthcare to millions of Indians. The scheme offers free treatment to the poor and vulnerable sections of society, with registered hospitals reimbursed for the treatment costs through government funds. However, allegations have surfaced that certain hospitals and insurance companies have exploited the system by claiming reimbursement for services that were never provided or were inflated in terms of treatment costs.

The ED, acting on intelligence reports about discrepancies in the disbursal of funds under the scheme, initiated its probe by forming specialized teams that have been deployed in various parts of the state to conduct searches. These teams have been assigned the task of identifying hospitals and pharmaceutical firms that may be involved in fraudulent activities related to the scheme. The investigation also extends to insurance companies that may have facilitated these irregularities, potentially enabling the unlawful flow of government funds.

In response to the ED’s investigation, the Health Department of Jharkhand and the Jharkhand State Health Society were contacted to provide information about any actions taken against the hospitals implicated in the fraud. In its response, the Health Department confirmed that it had shared details with the ED regarding the First Information Reports (FIRs) lodged against several hospitals that were found to have been involved in fraudulent claims related to Ayushman Bharat. The department is reported to have provided the ED with documents and records showing how these hospitals misused the scheme to unlawfully claim payments for treatments that were not administered or were grossly inflated.

This development comes at a time when there has been increased scrutiny of healthcare schemes across India, with several incidents of fraudulent activities being exposed in different regions. The government’s push for improving healthcare accessibility has faced setbacks in certain areas, as these fraudulent activities not only undermine the trust in such schemes but also divert valuable resources away from the people who need them the most.

The ongoing investigation is expected to uncover more details about the scale of the fraud and the involvement of various stakeholders, including hospital administrators, insurance executives, and pharmaceutical companies. The ED’s raids in Ranchi and other cities have raised serious concerns about the management and oversight of the Ayushman Bharat scheme and its implementation across the country.

As the investigation continues, authorities are expected to tighten controls and improve monitoring mechanisms to prevent such frauds from taking place in the future. The outcome of this case could have significant implications for the future of the Ayushman Bharat scheme, particularly in terms of its transparency and effectiveness in reaching those it was intended to help.
