Concerns arise over reliability of smart motorway technology amid power failures

Recent investigations by the BBC’s Panorama have uncovered recurring instances of technological failures within England’s smart motorway network, raising concerns about the safety of drivers traversing these routes.

Smart motorways, designed to regulate traffic flow and alleviate congestion, encompass various configurations, including all-lane-running stretches where the hard shoulder has been permanently removed. Despite claims by National Highways, the agency overseeing smart motorways, about their safety, incidents of power outages affecting crucial safety equipment have been documented.

According to figures obtained by Panorama, between June 2022 and February 2024, there were 397 recorded instances of smart motorway systems losing power, impeding their ability to detect and respond to broken-down vehicles. These outages, some lasting several days, highlight significant vulnerabilities within the network.

The gravity of these failures was underscored by Edmund King, president of the AA, who emphasized that without functioning technology or a hard shoulder, smart motorways pose substantial risks to motorists, likening the situation to “playing Russian roulette with people’s lives.”

National Highways has defended the smart motorway concept, asserting that reinstating the hard shoulder would exacerbate congestion. However, critics argue that the absence of a hard shoulder combined with technological failures compromises safety.

Further exacerbating concerns are reports of faults in radar systems intended to identify stationary vehicles. In 2022 alone, National Highways recorded 2,331 radar faults, with an average duration exceeding five days. Such failures raise questions about the efficacy and reliability of the technology integral to smart motorways’ safety mechanisms.

The tragic consequences of smart motorway shortcomings are evident in the fatalities and serious injuries incurred by motorists. Claire Mercer, a campaigner advocating for the restoration of hard shoulders, underscores the urgency of addressing these issues, emphasizing that lives are at stake.

In response to mounting scrutiny, National Highways has outlined measures to address safety concerns, including the construction of additional emergency refuges and educational campaigns. However, calls for more robust safety protocols and the restoration of hard shoulders persist as the debate surrounding the efficacy of smart motorways continues to unfold.
