China and Russia have expressed concerns about the growing partnership between India and the United States, according to Richard Verma, the Deputy Secretary of State for Management and Resources. Speaking at the Hudson Institute, Verma highlighted that the strength of the India-US relationship lies in its promotion of inclusivity, peace, and the peaceful resolution of disputes, which contrasts sharply with the approaches of China and Russia.
Verma emphasized that the India-US alliance embodies values of inclusivity and adherence to the rule of law, which stand in stark contrast to the values promoted by adversaries of the US. He suggested that this fundamental difference is why both China and Russia are apprehensive about the partnership. “We bring a way of life to the rest of the world that is about inclusivity, peace, and hearing everyone’s voice in a society,” Verma said.
The diplomat noted that President Joe Biden has characterized the India-US relationship as the “defining relationship of this century,” underscoring its significance beyond mere military and economic considerations. Reflecting on past remarks by Biden, Verma recalled that Biden had predicted that a close partnership between the US and India would enhance global safety, not only because of their combined military and economic power but also due to the shared values that impact people’s daily lives worldwide.
Verma also discussed the Quad (Quadrilateral Security Dialogue), highlighting its focus on promoting peace, security, stability, and prosperity rather than adopting a military character. He explained that the Quad, which includes the US, India, Australia, and Japan, aims to advance technology for positive purposes, such as quantum computing and cybersecurity, without engaging in military operations. He reassured that the Quad’s role in energy transition, trade, and rule-based order does not necessitate a military framework, reflecting the preferences of its member countries, including India.
Looking ahead, Verma noted that the upcoming Quad leaders’ summit, hosted by President Biden at his Delaware residence next week, would be a significant event. He anticipated that the summit would mark a historic moment for the Quad, which is set to have its leadership summit hosted by India next year, a shift from the initial plans.
The recent statements from Verma and the ongoing preparations for the Quad summit highlight the evolving dynamics of international relations and the strategic importance of the India-US partnership in shaping global policy and promoting a shared vision for the future.
