Assam Chief Minister Himanta Biswa Sarma announced on Tuesday that the night-time shoot-at-sight orders in Dhubri, initially enforced on June 13 following communal disturbances, will continue throughout the Durga Puja festival. These preventive measures have been implemented to safeguard the minority Sanatan Dharma community from potential threats posed by fundamentalist groups, ensuring that celebrations of the festival from September 28 to October 2 remain peaceful and orderly. While the district has not witnessed unrest or fresh violence in recent months, the state government is taking proactive steps to prevent any escalation during the highly sensitive festival period. Sarma emphasized that any attempts to disturb peace or create tension in Dhubri will face stringent action, reflecting the administration’s commitment to maintaining law and order in a border district with a history of communal sensitivity.

Continued Security Measures and Government Oversight in Dhubri

The shoot-at-sight orders were first imposed following Sarma’s visit to Dhubri on June 13, when he identified a communal group attempting to incite disturbances in the area. As part of the government’s strategy, night-time patrolling and strict enforcement have been implemented to deter anti-social elements. Ten days after his initial visit, Sarma noted that over 150 individuals, including 11 from outside Assam with pending criminal cases, had been arrested, reflecting the government’s decisive approach in curbing potential threats. The Chief Minister reiterated that these measures are designed to protect the minority community and prevent any incidents that could escalate communal tensions. He also highlighted that the administration continues to monitor the situation closely, using intelligence inputs to identify and neutralize any threats before they can materialize.

The recent incidents surrounding places of worship, including the discovery of cow heads outside the Hanuman Temple following Bakrid celebrations, had initially sparked tensions between communities. Despite appeals for harmony from both Hindu and Muslim residents, isolated provocations such as stone-throwing and acts perceived as desecration indicated the continued need for vigilant security arrangements. These occurrences prompted the state government to maintain a cautious stance, ensuring that law enforcement remains alert to prevent further escalation. Sarma emphasized that Dhubri, being a border district adjacent to Bangladesh, requires constant vigilance, particularly during festivals and public gatherings, to uphold communal harmony and safeguard residents’ safety.

Proactive Governance and Commitment to Law and Order

Himanta Biswa Sarma underscored the government’s unwavering commitment to enforcing law and order across Assam while specifically focusing on protecting communities vulnerable to potential communal disruption. He stated that the state administration will not tolerate actions by groups attempting to provoke unrest or spread fear among residents. By extending the shoot-at-sight orders during the Durga Puja festival, the government aims to provide a secure environment for public celebrations, ensuring that religious festivities are conducted peacefully without any threat to the safety of citizens.

The Chief Minister also highlighted the broader strategy of addressing communal challenges through a combination of proactive policing, intelligence-based interventions, and timely law enforcement action. He noted that the arrest of anti-social elements over the past months demonstrates the administration’s ability to act decisively against individuals attempting to exploit sensitive situations. By maintaining constant surveillance, conducting regular inspections, and engaging with community leaders, the government seeks to foster a climate of trust and confidence among residents.

Sarma’s announcements reflect a broader approach toward communal stability, emphasizing that preventive measures, rather than reactive responses, are key to averting conflict. By extending shoot-at-sight orders during high-risk periods, the administration aims to create an environment in which festivals can be celebrated without fear of disturbance. The government continues to coordinate with local authorities, community representatives, and law enforcement agencies to ensure that all necessary measures are in place for public safety.

The Chief Minister also addressed concerns regarding the potential misuse of communal provocations, clarifying that the administration will respond firmly to any attempt to create disorder. His statements reaffirm the government’s position that safeguarding minority communities and maintaining public order are paramount priorities. The repeated incidents of cow heads being placed outside temples and reports of stone-throwing are cited as examples of provocations that necessitate sustained vigilance and enforcement measures.

Furthermore, Sarma emphasized the importance of community cooperation in maintaining peace. He urged residents to remain alert but calm, highlighting that the government’s measures are designed to protect citizens while preventing unnecessary escalation. The administration’s approach blends stringent law enforcement with outreach and dialogue, aiming to mitigate tensions and build resilience within the community.

The continued enforcement of shoot-at-sight orders during Durga Puja represents a strategic decision to ensure that religious and cultural celebrations proceed smoothly in Dhubri. It demonstrates the government’s commitment to anticipating potential flashpoints and proactively deploying resources to maintain safety. This proactive stance is particularly significant given the district’s history of communal sensitivity and its location along the international border, which requires heightened attention and rapid response capabilities.

Himanta Biswa Sarma’s leadership in maintaining law and order in Dhubri underscores the Assam government’s broader approach to security and communal harmony. By combining intelligence gathering, targeted law enforcement action, and community engagement, the administration seeks to prevent incidents that could escalate into larger conflicts. The proactive extension of the shoot-at-sight orders reflects the government’s determination to ensure that all citizens, particularly minority communities, can celebrate festivals without fear or disruption.
